The North Dakota House of Representatives is the lower house of the North Dakota Legislative Assembly. Ninety-four Representatives. Article IV of the North Dakota Constitution writes that chamber: two Representatives from each of forty-seven legislative districts, elected for four years, with one-half of the districts elected biennially. The term is four years. This chamber is staggered — the same stagger as the Senate. That is rare. Do not teach a two-year House as this desk. Do not teach Alabama’s whole-chamber four-year class as this desk.

Odd-numbered districts stand Tuesday, 3 November 2026 — twenty-four districts, two Representatives each. Even-numbered districts last stood 5 November 2024 and next stand 7 November 2028. North Dakota’s Governor is 2028. Do not transplant that clock onto this desk. The House still stands in 2026. The State Senate — forty-seven desks, same four-year stagger, same odd-numbered districts — is a different house, same Tuesday.

Representatives take office on the first day of December following the election (Article IV, Section 7). After this class that is 1 December 2026. The Assembly then meets in December for a three-day organizational session and recesses until noon on the first Tuesday after the third day in January — after this class, 5 January 2027. No regular session of the Legislative Assembly may exceed eighty natural days in the biennium. 2026 has no regular session. North Dakota is one of four states that meet in odd years. A January 2026 special is not a regular class.

This is not a United States House seat. North Dakota sends one Representative to Congress, at-large. That file lives under U.S. House. This chamber does not vote in Congress, does not sit in Washington, and does not split a federal district.

Bismarck is the capital, in Burleigh County, on the Missouri River, at the 19-story Art Deco State Capitol — the tallest building in the state. It is not Fargo. Fargo is the largest city, on the Red River in Cass County. It is not the capital. The Bakken, the Badlands, the Turtle Mountains, and the Red River Valley hire this chamber — forty-seven districts, ninety-four desks, not one skyline.

A Representative has two homes. The Capitol for the session. The district for the people who hired the seat. Odd-numbered districts this Tuesday; even numbers sit 2028

North Dakota writes state law in two houses. A bill that is not passed by this House is not North Dakota law. The Governor signs or vetoes; the Legislature can override where the constitution actually gives it.

Article IV lets bills originate in either house. Do not transplant a money-bills-start-here clause onto Bismarck. The House still keeps the money work in Appropriations. A school-aid year and a roads-and-water year are not the same bill. Confirm the current text.

Qualifications sit in Article IV, Section 5: a qualified elector in the district on election day, a resident of the state for one year immediately prior, and the member must live in the district. Always verify the current text. This page is teaching, not a filing packet.

Legislative term limits are a clock. A 2022 initiated measure capped this desk at two four-year terms, counting from 1 January 2023. Odd-numbered Representatives elected in 2022 who win in 2026 are on a second and final term in this chamber. Always verify the current text of the Constitution.

Vacancies are filled by the district committee of the political party that holds the seat, within twenty-one days (N.D.C.C. § 16.1-13-10 / § 44-02-03.1 as the statute actually writes). The appointee serves until the next general that meets the statute’s remaining-term clock. Qualified electors in that district can petition the Governor for a special. Do not invent a Governor appointment of the Representative as the default. Do not invent a holdover.

The House is the judge of the election, returns, and qualifications of its own members. Redistricting is legislative. The Legislative Assembly draws the lines. Treat a statute map and a court order as clocks. Confirm which map a given election actually used on the Secretary of State — not on a thread.

ndlegis.gov; no statewide voter-registration list

The official legislative door is ndlegis.gov. Bills, fiscal notes, committee notices, and the member of record belong there — not on a forwarded screenshot. An 80-day biennium is a short clock. A missed day is a real cost.

The official election door is the Secretary of State — Elections and Vote.nd.gov. North Dakota does not run a statewide voter-registration list. Identification at the poll and the county auditor’s book are how a resident proves they belong in this precinct. Confirm that clock on .gov. A constituent who was told “you can vote by a text thread” was not told the truth until a .gov page says otherwise.

House articles; a December 1 oath; eight years from 2023

North Dakota’s House has the power of impeachment. The Senate tries. Conviction is not a district-court docket and not the Attorney General’s case map (Attorney General of North Dakota). Do not teach a federal impeachment as this file.

A blizzard year is not a parish under the tower

Care this office actually gives is a bill and an appropriation, not a church. Do not invent a ministry. A blizzard that closes I-94, a flood on the Red, a drought on farm ground that never makes a Bismarck press conference, a Bakken year that is not a Fargo skyline — those land as Appropriations hours, emergency statutes, and questions to agencies the Governor runs.

Rural hospitals, a state prison, Medicaid as state policy, the Department of Water Resources, a National Guard year in state status: the House does not command the Guard (the Governor does). It writes and oversees the statutes those desks live under. Chaplaincy that exists in a prison or a Guard unit is that department’s staffing. It is not this page’s pulpit. How a student learns Bismarck, not Fargo

The Assembly’s own shops — the Legislative Council, bill drafting, fiscal notes, the Chief Clerk of the House — are how the work is actually learned. Page and intern openings belong on official legislative and university civic pages, not on a campaign site. A student who wants the civic path confirms those doors on .gov and campus postings. The University of North Dakota is in Grand Forks. North Dakota State University is in Fargo. Neither is the capital.

Appropriations is how a student learns an 80-day biennium. County auditors and the Secretary of State’s Elections Division are how election work is learned. Burleigh County is not this chamber. A law-school clinic that files in Bismarck still files in a court, not in a House committee.

No regular 2026 session; eighty natural days wait for 2027

Census and legislative maps. The state budget versus a supplemental. An 80-day biennium clock that does not sit in 2026. A blizzard warning on I-94. A flood report from a Red River valley auditor. A drought report from a farm-county extension office. Committee attendance. The organizational session in December. The next regular sitting 5 January 2027.

Fifty-three counties still hire this inbox
