What this office is

The Mayor of Bismarck is elected at-large by the people of this city. Bismarck’s form is a city commission: four Commissioners and one President of the Commission, the Mayor. The Mayor is elected separately, not chosen from the board after the fact. The five sit together and exercise both legislative and executive power. The Mayor presides, votes last as a tie-breaker in the way the board actually runs, and has no veto. Commissioners hold assigned portfolios. A City Administrator carries out policy and oversees day-to-day operations. That is a clock on this city, not a slight. It is not a strong-mayor city. Bismarck is the capital of North Dakota, in Burleigh County, on the Missouri River. Fargo is not the capital. Grand Forks is not the capital. Mandan is across the river in Morton County and is a different city. The North Dakota State Capitol — the prairie skyscraper — is the state. City and county share 221 North Fifth Street. The river bottoms, the north side, the south side, and the neighborhoods that never make a capitol-mall postcard hire the same Mayor. This is not a mountain city. This is not a lake city. The Missouri is the river. This city is the whole map.

The capital is not Fargo

Staff who only know I-94 as the state, or only know Fargo as North Dakota, are not doing this job. Fargo is a different city with a different Mayor. Minot is a different city. Mandan is a different city. The Missouri on this bank is this city’s river. The prairie is this city’s floor. Do not paste a Red River that belongs to a valley this office does not run.

Five votes on the Missouri

The Mayor is a city officer hired by the voters of Bismarck, not by the Legislative Assembly and not by a county commission. There are no wards. Every Commissioner represents the whole city. Portfolios are assigned after each election at a reorganization meeting. Confirm structure on bismarcknd.gov and the home-rule charter. Do not treat a news comment as the portfolio list. The Mayor’s assigned portfolio has included Administration, Finance, and Human Resources — confirm the current assignment on the city’s directory. A campaign site is not that list.

June even-year municipal, not November federal

City ordinances, the home-rule charter, and North Dakota Century Code Title 40. The City Attorney is this city’s lawyer, not the Attorney General of North Dakota. Civil process that is a city paper is not the Burleigh County Sheriff’s paper. Always verify the current code on bismarcknd.gov. Candidates file a Petition/Certificate of Nomination with the City Auditor — at least 300 signatures from city residents, nine months’ residency, age 18. Post office boxes are not a valid address. Confirm the live filing notice. A 2024 date on an old PDF is not the 2030 clock.

The Auditor’s window, not a rumor

The official door is bismarcknd.gov. 911 is emergency. Non-emergency issues go through the city’s request tools and Administration at 701-355-1300. Police and Fire on the Grant Marsh span

A night arrest on the north side is a Bismarck Police minute. A fire on a prairie block, a wreck on I-94 that dumps onto city pavement, a river ice rescue — those are Bismarck Fire minutes. The Burleigh County Sheriff runs county process — a different office. The U.S. Attorney and the State’s Attorney are not this Mayor. Equal protection on these streets is this commission’s duty under the charter and the Constitution. Not a crime-scene postcard.

After the river ice goes out

Disaster comfort after Missouri flood, a prairie blizzard, an ice night on the Memorial Bridge, a heat day, a grass fire on the edge of town — chaplaincy and family liaison as the departments actually staff them. Do not invent a church. Do not turn grief into a slogan. The Mayor’s house is this city. Mutual aid with Mandan and the rural departments is real. Mandan is not Bismarck’s firehouse. A student who wants the civic path confirms openings on official city employment pages, not on a campaign site. The school district is a different board. The University of Mary is not this city’s hiring hall unless the city’s own notice says so.
