What four prairie years buy

Four years of a part-time Mayor who presides and votes. Four Commissioners with portfolios. A City Administrator who still runs the day. Police night shift. Fire and EMS. Plows. Trash. Papers the city has to serve. Transports. A ladder company on a north-side block. Streetlights on a street that never makes a capitol-mall postcard.

The staff is the office. A serious Mayor is a serious principal: clear priorities, honest request tickets, no rumor as policy. You are not hiring a Governor. You are not hiring a sheriff. You are not hiring Fargo. You are not hiring a strong Mayor this commission does not write.

The July 1 clock

Arrest, booking, presentment, property, permits, hearings, civil service. The Constitution does not pause because a radio is busy. The 300-signature petition, the nine-month residency, the July 1 start — those are rights with a procedure, not slogans. Home-rule charter and Century Code set the dates. Do not teach a shortcut.
