A blizzard that closes I-94, a flood on the Red, a drought on farm ground, a Bakken year that is not a Fargo skyline — mutual aid and emergency years still run through the Governor’s desk first. The House’s hour is the bill that funds the next biennium, the Appropriations question that asks whether the money moved, and the rural-hospital or water statute that was already on the calendar.
Wahpeton is North Dakota. It is not Minnesota. Williston is North Dakota. It is not Montana. Mutual aid with a South Dakota county is real. Those counties do not vote in this chamber.
