Seventy desks, two names on thirty-five maps

The Idaho House of Representatives is the lower house of the Idaho Legislature. Seventy Representatives. Article III, Section 2 of the Idaho Constitution, as apportioned after the census: thirty-five legislative districts. Each district hires one Senator and two Representatives — seats labeled A and B on the same map. The House is twice the Senate. The term is two years. Idaho does not stagger this chamber. All seventy seats stand every even year. The next regular election is Tuesday, November 3, 2026. Winners take office the first day of December next following the general (Article III, Section 3). After 3 November 2026, that morning is 1 December 2026. That is Idaho’s clock. It is not January. It is not midnight of election day. It is not Alabama. It is not Hawaii’s election-day oath.

This is not a United States House seat. Idaho sends two Representatives to Congress on a two-year clock. Those files live under U.S. House. This chamber does not vote in Congress, does not sit in Washington, and does not split a federal district.

This is not the Idaho State Senate. Thirty-five desks — one per district — is a different house, also on a two-year clock, also all up in 2026. This is not the Governor. This is not the Attorney General. This is not a Mayor.

Boise is the capital, in Ada County, on the Boise River in the Treasure Valley. Boise is also the largest city. That coincidence is not a license to treat the valley as the whole state. The panhandle is timber and lakes. It is not the capital. Idaho Falls, Pocatello, Twin Falls, Coeur d’Alene, and a sage-county town that never makes a Boise broadcast hire this chamber — seventy desks on thirty-five maps, not one greenbelt.

Idaho is forty-four counties. A State House seat is not the whole state. Seat packets, when they ship, teach this A or this B. This page teaches the chamber.

The House elects its own Speaker. The Lieutenant Governor is President of the Senate and votes there only on a tie (Article IV, Section 13). That gavel is not this floor. Do not treat a news comment as the roster. Confirm officers on legislature.idaho.gov.

A Representative has two homes. The sandstone capitol for the session. The district for the people who hired the seat. Idaho is a citizen legislature. Staff who only know the Greenbelt, or only know a lake town as the state, or only know a ski mountain as Idaho, are not doing the job. The Mayor of Boise is a different office (Mayor of Boise).

First of December and a revenue-bill hinge

Article III, Section 3 is the clock in one sentence: senators and representatives are elected for two years, from and after the first day of December next following the general election. Idaho’s citizen legislature organizes in December and opens the regular session in January. A short session is still a session. The 2026 regular session adjourned 2 April 2026. November is the hire for the next two years.

There are no legislative term limits in Idaho.

Qualifications sit in Article III, Section 6: a U.S. citizen, an elector of the state, and an elector of the district for one year next preceding the election. Always verify the current text. This page is teaching, not a filing packet.

Article III, Section 14: bills may originate in either house, except that bills for raising revenue shall originate in the house of representatives. The Senate may amend. Do not transplant Georgia’s appropriation-origination onto this floor. Do not transplant Hawaii’s either-house start onto a tax bill. Confirm the current text.

Article III, Section 15: three readings on several days, unless two-thirds of the house where the bill is pending dispenses with that clock in urgency. That is Idaho. It is not California’s 72-hour Internet rule.

Vacancies: the Governor appoints from a list of three the district party committee actually submits within fifteen days (Idaho Code § 59-904A). The appointee serves the remainder of the term. Do not invent a special-election writ as the only door. Confirm on the Secretary of State.

The House is the judge of the election and qualifications of its own members. That is not a campaign objection on social media.

Redistricting is not a caucus drawing. Idaho uses a Commission for Reapportionment. A commissioner is barred from serving in either house for five years after that service (Article III, Section 2). Treat a commission map and a court order as clocks. Confirm which map a given election actually used on the Secretary of State.

legislature.idaho.gov and Vote Idaho

The official legislative door is legislature.idaho.gov. Bills, committee minutes, the citizen-legislature calendar, and the member of record belong there — not on a forwarded screenshot. Session calendars and today’s schedule are posted on that site.

The official election door is the Idaho Secretary of State and Vote Idaho. Registration, ballot status, and the sample ballot belong on Vote Idaho and the county clerk in this county — forty-four of them.

Staff who only know a Facebook page are not doing the job. A constituent who was told “you can vote by text” was not told the truth until a .gov page says otherwise.

Standing committees — Revenue and Taxation; Agricultural Affairs; Resources and Environment; Education; Judiciary, Rules and Administration; Transportation — are how the work is actually cut. The Joint Finance-Appropriations Committee (JFAC) writes the budget bills with the Senate. Confirm the current book on legislature.idaho.gov. Do not treat a news comment as the committee list.

The House solely impeaches

Article V, Section 4: the House of Representatives solely shall have the power of impeachment. The Senate is the court. Conviction takes two-thirds of the senators elected. When the Governor is impeached, the Chief Justice presides. Judgment extends to removal and disqualification. Upon articles, the officer is suspended pending trial, and the Governor fills that desk temporarily with Senate advice and consent as statute actually provides. That split is Idaho. It is not a trial in district court. It is not the Attorney General’s docket (Attorney General of Idaho). Do not teach a federal impeachment as this file.

Equal protection on this map is not a Boise-only file. A panhandle timber precinct, a Magic Valley farm, an eastern-Idaho town, and a wilderness county hire the same Constitution. A district that never makes a Treasure Valley broadcast still sits in this chamber. The U.S. Attorney and a district judge are not this Representative.

The Nez Perce, the Shoshone-Bannock, the Coeur d’Alene, and the Kootenai are nations on this map. They are not a county. This chamber writes state law that still has to live next to that fact. Do not invent a federal Indian-affairs desk.

Each house may expel a member (Article III, Section 11). That is this constitution, not a comment section.

A fire year is not a pulpit

Care this office actually gives is a bill and an appropriation, not a church. Do not invent a ministry. A fire year in the timber, a flood on the Boise or the Snake, a drought on the plain, a hard winter in a high-country county that is not a Capitol press conference — those land as JFAC hours, emergency statutes, and questions to agencies the Governor runs.

Rural hospitals, a state prison, Medicaid as state policy, IDWR, a compact on the Snake, a National Guard year in state status: the House does not command the Guard (the Governor does). It writes and oversees the statutes those desks live under. Chaplaincy that exists in a prison or a Guard unit is that department’s staffing. It is not this page’s pulpit. The gold geometry on this cover is civic grammar. It is not a parish substituting for the Legislature.

JFAC is the school

The Legislature’s own shops — the Legislative Services Office, bill drafting, budget staff — are how the work is actually learned. Page and intern openings belong on official legislative and university civic pages, not on a campaign site. A student who wants the civic path confirms those doors on .gov and campus postings.

JFAC is how a student learns a money bill. Revenue and Taxation is how a student learns a bill that must start here. County clerks and the Secretary of State’s Elections Division are how election work is learned. Ada is a county. It is not this chamber. A law-school clinic that files in Boise still files in a court, not in a House committee.

Snowpack, a Snake compact, and a short session

Census and the Commission for Reapportionment. A citizen-session calendar. A fire-weather outlook in the timber. A snowpack report that is actually the water year. A compact call on the Snake. Committee attendance. A revenue bill that cannot start in the Senate. Dockets that a bill would actually change. An adjourned 2026 regular session already on the books — the December 1 oath is the next two years, not a re-run of April.

That is situational awareness for this chamber. It is not spy fiction. It is not a Mayor’s night radio. It is not the Attorney General’s case map. It is not a U.S. House whip count.

Forty-four counties, Boise not the panhandle

Washington is a different state. Oregon is a different state. Nevada is a different state. Utah is a different state. Wyoming is a different state. Montana is a different state. Lewiston looks west and remains Idaho. Bear Lake looks south and remains Idaho.

Staff who only know the Greenbelt, or only know a panhandle lake as Idaho, are on the wrong office.
