The Hawaii House of Representatives is the lower house of the Hawaii State Legislature. Fifty-one Representatives. Article III, Section 3 of the Hawaii Constitution: the house of representatives shall be composed of fifty-one members, elected from the respective representative districts. Hawaiian civic name: Hale o nā Luna Makaʻāinana. Use the constitutional English name on this page. Confirm the live count and the member of record on capitol.hawaii.gov — House.

The term is two years. Hawaii does not stagger this chamber. All fifty-one seats stand every even year. That is the opposite of the State Senate, which staggers twenty-five desks and seats only thirteen regular four-year districts in 2026. Do not import that half-chamber onto the House. Do not import Alabama’s four-year House.

This is not a United States House seat. Hawaii sends two Representatives to Congress on a two-year clock. Those files live under U.S. House. This chamber does not vote in Congress, does not sit in Washington, and does not split a federal district.

This is not the Hawaii State Senate. Twenty-five desks, four-year stagger — a different house. This is not the Governor. This is not a Mayor. This is not an elected sheriff. Hawaii has none.

Honolulu is the capital, on Oahu, in the City and County of Honolulu, at the open-air capitol on Beretania Street. Waikiki is not the map. The Big Island, Maui, Kauai, Molokai, Lanai, and Niihau hire this chamber — fifty-one districts, not one hotel strip.

Hawaii does not elect county sheriffs. The Sheriff Division is an appointed state function under the Department of Law Enforcement. Do not invent a Lower-48 county file. The counties are Honolulu, Hawaii, Maui, Kauai, and Kalawao (administered by the Department of Health). The inbox is still the state.

The House elects its own Speaker. The Lieutenant Governor of Hawaii does not preside here. Do not treat a news comment as the roster. Confirm officers on capitol.hawaii.gov.

A Representative has two homes. The open-air capitol for the session. The district for the people who hired the seat. Neighbor-island members draw a per diem the Oahu members do not. Distance does not shrink the job. Staff who only know Kalakaua Avenue, or only know a volcano overlook as the state, are not doing the job. The Mayor of Honolulu is a different office (Mayor of Honolulu).

Two years, oath on election day, bills from either house

Article III, Section 4: the term of a member of the house of representatives is two years. The term begins on the day of the general election at which elected — or, if deemed elected at an unopposed primary, on the day of the general that follows that primary. After 3 November 2026, the oath is that Tuesday. That is Hawaii’s clock. It is not January. It is not December 1. It is not Alabama.

An unopposed primary nominee can be deemed elected at the primary. That is still this constitution. Confirm on the Office of Elections. Do not invent a holdover until January.

There are no legislative term limits in Hawaii.

Qualifications sit in Article III, Section 6: a resident of the State for not less than three years, of majority age, and a qualified voter of the representative district before filing. Always verify the current text. This page is teaching, not a filing packet.

Hawaii has no origination clause. Bills may start in either house. Do not transplant Georgia’s revenue-and-appropriation hinge, or Idaho’s revenue-only hinge, onto Beretania. Article III, Section 15: three readings on separate days; printed copies in the form to be passed must be available for at least forty-eight hours before third or final reading. A bill pending at final adjournment of a regular session in an odd-numbered year carries over. Confirm the current text.

Vacancies: Article III, Section 5 sends the manner to statute. For this House, the Governor appoints from the same political party as HRS § 17-4 actually provides. Do not invent a special-election writ as the only door. Confirm on the Office of Elections.

The House is the judge of the elections, returns, and qualifications of its own members (Article III, Section 12). Twenty days after a bill is referred to committee, one-third of the members to which the house is entitled may recall it. That is Hawaii. It is not another state’s discharge petition.

capitol.hawaii.gov and an unopposed primary

The official legislative door is capitol.hawaii.gov. Bills, committee notices, hearing video, and the member of record belong there — not on a forwarded screenshot. Session calendars and today’s schedule are posted on that site.

The official election door is the Office of Elections. Registration, ballot status, and the sample ballot belong on olvr.hawaii.gov and the county clerk in this county. Hawaii has no elected sheriffs. Do not send a voter to a sheriff for a ballot.

Staff who only know a Facebook page are not doing the job. A constituent who was told “you can vote by text” was not told the truth until a .gov page says otherwise.

Hawaii’s regular session is a sixty-day clock (Article III, Section 10), opening in January. Neighbor-island members still sit the same sixty days. A ferry cancellation is how a constituent reaches this capitol. It is not an excuse to skip the hour.

Redistricting is the Reapportionment Commission (Article IV). Treat a commission map and a court order as clocks. Confirm which map a given election actually used on the Office of Elections.

Sole power of impeachment at Beretania

Article III, Section 19: the House of Representatives has the sole power of impeachment of the Governor and the Lieutenant Governor. The Senate has the sole power to try. Conviction takes two-thirds of the members of the Senate. The Chief Justice presides at that trial. Judgment extends to removal and disqualification. That split is Hawaii. It is not a trial in circuit court. It is not the Attorney General’s docket (Attorney General of Hawaii). Do not teach a federal impeachment as this file.

Equal protection on this map is not a Honolulu-only file. A Hilo precinct, a Maui recovery file, a Kauai two-lane town, and a Molokai homestead hire the same Constitution. A district that never makes a Waikiki broadcast still sits in this chamber. The U.S. Attorney and a circuit judge are not this Representative.

The Office of Hawaiian Affairs is a different constitutional body. This House is not that board. Do not mix the desks.

Each house judges its own members. Expulsion is a two-thirds vote of all the members to which the house is entitled (Article III, Section 12), not a comment section.

A lava year is not a parish

Care this office actually gives is a bill and an appropriation, not a church. Do not invent a ministry. A hurricane that is not a Beretania press conference, a lava year on Hawaii Island, a fire year on Maui, a drought on a ranch that never makes a downtown broadcast — those land as budget hours, emergency statutes, and questions to agencies the Governor runs.

Rural clinics, a state hospital, Med-QUEST as state policy, a ferry or air year that is how neighbor islands reach the capital, a National Guard year in state status: the House does not command the Guard (the Governor does). It writes and oversees the statutes those desks live under. Chaplaincy that exists in a prison or a Guard unit is that department’s staffing. It is not this page’s pulpit. The gold geometry on this cover is civic grammar. It is not a parish substituting for the Legislature.

Neighbor-island per diem and a page

The Legislature’s own shops — the Legislative Reference Bureau, bill drafting, fiscal notes — are how the work is actually learned. Page and intern openings belong on official legislative and university civic pages, not on a campaign site. A student who wants the civic path confirms those doors on .gov and campus postings.

Sixty days is how a student learns a session clock. The Clerk’s office is how a student learns a journal. County clerks and the Office of Elections are how election work is learned. Honolulu is a city and a county. It is not this chamber. A law-school clinic that files in Honolulu still files in a court, not in a House committee.

Sixty days, a hurricane track, and a ferry

Census and the Reapportionment Commission. A sixty-day session clock. A forty-eight-hour in-print rule. A hurricane track in the Central Pacific. A lava update from Hawaii Island. A ferry cancellation that is actually how a neighbor-island constituent reaches this capitol. Committee attendance. A bill that may start in either house. Dockets that a bill would actually change. An adjourned 2026 regular session already on the books — the election-day oath is the next two years.

That is situational awareness for this chamber. It is not spy fiction. It is not a Mayor’s night radio. It is not the Attorney General’s case map. It is not a U.S. House whip count.

Four counties and no elected sheriffs
