Talbot took charter home rule in 1973. A five-member County Council sits at the courthouse south wing, 11 North Washington Street, Easton. A County Manager is appointed. There is no County Executive — unlike Howard, unlike Montgomery. There is no Talbot County Police Department. The Sheriff is primary law enforcement. Easton Police and St. Michaels Police are municipal. Maryland State Police sits at 7053 Ocean Gateway. Tilghman Island is unincorporated — a 911 call there is this Sheriff.
The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The Governor is also 2026 — a different desk. The Mayor of Easton is a town clock.

The Choptank is south. The Tred Avon is this water at Easton. The Wye is north toward Queen Anne's. U.S. 50 / Ocean Gateway is this pavement. This is not Ocean City. This is not Easton, Pennsylvania. Staff who paste a Northampton County, Pennsylvania, courthouse onto Washington Street, or a St. Michaels harbor photograph onto the county hall, are on the wrong county.

Crime in the unincorporated county — including Tilghman Island, Cordova, and Royal Oak — is this Sheriff. Crime in Easton or St. Michaels is often town police. Jail as a local house is the Talbot County Department of Corrections at 115 West Dover Street, Easton, with a Director. The Maryland Manual is plain: established 1988, formerly the Sheriff’s jail; the present Detention Center opened July 1992. It is not this Sheriff’s jailer split. Civil process and Circuit Court security at 11 North Washington Street are the Sheriff. Rights do not change at the Wye. Remedy for Easton Police is the Town. Remedy for a Sheriff’s paper is the Sheriff. Relief when the Choptank comes up at Oxford is this count first.
