Poinsett County, Arkansas

Poinsett County · Harrisburg, Arkansas · the county seat sits here · Trumann is larger and is not the hall · Harrisburg, Pennsylvania, is not this oval · Memphis is not this hall
Harrisburg, Arkansas, is the seat. Trumann is larger. Pennsylvania is a different capital. Memphis is a different state. That split is mandatory.
Poinsett County, Arkansas, was created 28 February 1838 from Greene and St. Francis and named for Joel Roberts Poinsett. The 1918 Classical Revival courthouse stands at 401 Market Street on Courthouse Square in Harrisburg, Arkansas. Encyclopedia of Arkansas: Bedford stone, sandstone columns, four-faced clock tower, red tile roof, National Register 3 November 1989. Bolivar was the first seat; the hall moved to Harrisburg in 1856. Trumann is the large city — not the hall. Marked Tree, Lepanto, Weiner, and Tyronza are not the hall.
This is not Harrisburg, Pennsylvania. Pennsylvania’s capital is Harrisburg in Dauphin County — a different state, a different map, a different badge. This is not Memphis. Memphis is Shelby County, Tennessee. Marked Tree and Trumann look that way on a highway map and remain Arkansas. This is not Craighead County. Craighead’s hall is Jonesboro. Little Rock is the capital of Arkansas. It does not sit here.
Crowley’s Ridge splits the county. St. Francis Sunken Lands, Lake Poinsett, and Lake Hogue sit on this map. They are land, not a second sheriff.
This page is Side One for the place. The Sheriff’s job — Crowley’s Ridge remainder patrol and the house this badge still holds at 1500 Justice Drive — is taught at Office of the Sheriff — Poinsett County.
Eleven justices at 401 Market. They do not sit in Pennsylvania as this county.
Poinsett is an elected Quorum Court of eleven justices of the peace. Justices sit two years. The County Judge is the chief executive (Amendment 55), presides, has no vote, and holds the veto. County Judge 401 Market Street / Annex 2 at 108 N. East Street, Harrisburg, AR 72432, phone 870-578-0600. Live county copy: Quorum Court meets the second Monday at 5:30 p.m. in Annex 2 unless the calendar says otherwise. They fund roads, the 1918 courthouse, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Harrisburg City Council is a city body. Trumann is not this commission as the whole county.
County Clerk: 401 Market Street, phone 870-578-4410 / 870-578-4412. Circuit Clerk: 401 Market, phone 870-578-4420. A Pennsylvania rumor is not this county. Memphis as this hall is not this county. Trumann as this hall is not this county.
The Sheriff is four years, Art. 7 § 46, 2026 with the Governor. Take office 1 January 2027. Pennsylvania’s Sheriff clock is a different constitution. The Mayor of Harrisburg, Arkansas, is a city clock. The Mayor of Harrisburg, Pennsylvania, is a different state.
Crowley’s Ridge, Highway 63, St. Francis Sunken Lands. Little Rock is the capital and it is not here.
U.S. 63, Highway 14, and Highway 1 are the through roads. Delta east and west; ridge in the center. Craighead is north — Jonesboro is that hall. Mississippi County, Arkansas is east. Crittenden is southeast — Marion is that hall; West Memphis is not that hall. Cross is south — Wynne is that hall. Jackson is west — Newport, Arkansas, is that hall. Staff who paste a Pennsylvania capitol photograph onto Market Street, or treat Memphis as this county government, or file Trumann as the hall, are on the wrong county.
How a Harrisburg, Arkansas, public finds the Poinsett desk — and how a Trumann public still uses the same Sheriff
County Judge / County Clerk: 401 Market Street, Harrisburg, AR 72432. Judge also lists Annex 2, 108 N. East Street. Sheriff / detention: 1500 Justice Drive, Harrisburg, AR 72432, office 870-578-5411, non-emergency 870-578-2116. Combined Sheriff-Collector — collector door listed 401 Market, Sheriff door 1500 Justice Drive. Confirm which door you need on poinsettar.gov and poinsettsheriffar.gov. A student who only knows a Pennsylvania photograph, or only a Memphis postcard, has not found Harrisburg, Arkansas. A student in Trumann still uses this Sheriff — Marked Tree is a city, not a second oval.
1500 Justice Drive still jails. 401 Market is the 1918 courthouse. Harrisburg PD is the city.
Crime in unincorporated Poinsett — Crowley’s Ridge roads, Sunken Lands, Weiner country, Tyronza remainder, Highway 63 frontage outside city limits — is this Sheriff. Crime in Harrisburg, Arkansas, is often Harrisburg Police. Crime in Trumann is often Trumann Police. Crime in Marked Tree is often Marked Tree Police. This Sheriff is not those departments. Live ASA lists a 136-bed house, male and female, at 1500 Justice Drive. A 2025 expansion added 20 beds; live Sheriff copy spoke of operational capacity near 154 — confirm live beds on the office that posts them. Do not send a family looking for a county booking to Harrisburg, Pennsylvania, to Memphis, or to Trumann as this oval. No separate county Department of Corrections turned up — do not invent a jailer split. Civil process and courthouse security at 401 Market are the Sheriff. Rights do not change on the ridge. Remedy for Harrisburg Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the St. Francis rises is this count first.
Care without inventing a ridge chapel as this county
A peace order served in Trumann. A transport from 1500 Justice Drive without becoming Harrisburg PD and without becoming Craighead County. Do not invent a church. Do not invent Harrisburg, Pennsylvania, as this badge. Do not invent Memphis as this hall.
What this Crowley’s Ridge county actually watches
Court calendar on Market Street. A wreck on Highway 63. High water in the Sunken Lands. Fog on the ridge. Ice toward Weiner. Coordination with Harrisburg Police, Trumann Police, Marked Tree Police, and ASP without becoming those departments. Coordination with Craighead’s Sheriff or Cross’s Sheriff is mutual aid between two offices, not a merger. A Pennsylvania photograph does not steal the seat. A Memphis photograph does not steal the seat. Little Rock remains the capital. This remains Harrisburg, Arkansas.
