Mississippi County, Arkansas, was erected 1 November 1833 from Crittenden and named for the Mississippi River, which is the entire eastern line. It is not the State of Mississippi. Jackson is that capital. Little Rock is the capital of Arkansas. Osceola was the only seat until 1901. The Chickasawba District was created that year; Blytheville took the northern court. Two courthouses. One county. One Sheriff. Blytheville is the large city — it is not a second Sheriff. Manila, Leachville, Gosnell, Joiner, and Luxora are cities and towns in this county — they are not the hall. This is not Jackson, Mississippi. This is not Mississippi County, Missouri. The Sheriff is four years, Article 7, § 46 / Amendment 95, on the gubernatorial table. Last regular Tuesday, 8 November 2022. Next regular Tuesday, 3 November 2026. Preferential primary Tuesday, 3 March 2026 (already sat). Take office 1 January 2027 (A.C.A. § 21-1-102). The Governor is 2026. That is a different desk in Little Rock. Justices of the Peace are two years.

Northeast Arkansas Delta. The Mississippi River is the east line. Big Lake National Wildlife Refuge sits on this map. I-55 and U.S. 61 are through roads. Dunklin County, Missouri and Pemiscot County, Missouri are north. Tennessee is across the river. Crittenden is south — Marion is that hall. Poinsett is southwest. Craighead is west — Jonesboro is that hall, not the capital. A student who only knows a Jackson, Mississippi, postcard, or a Blytheville city-hall photograph as this Sheriff, or a demolished 1926 Osceola jail as the live house, has not found this campus.
North County Road 599 still jails. Blytheville PD does not. Jackson, Mississippi does not.
Crime in unincorporated Mississippi County — Manila remainder, Leachville remainder, Gosnell remainder, Joiner country — is this Sheriff. Crime in Blytheville is often Blytheville Police. Crime in Osceola is often Osceola Police. This Sheriff is not those badges. ASA lists a 250-bed house (male, female, and juvenile) at 685 North County Road 599, Luxora. That house is this badge’s shop. The 1926 Osceola jail was demolished in 2016 — it is history, not the live booking door. It is not ADC. Do not send a family looking for a county booking to Jackson, Mississippi, to a demolished jail, or to Little Rock.
Civil process and court security at both courthouses are the Sheriff. Rights do not change at a district line. Remedy for Blytheville Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the river rises is this count first.
What this dual-seat river county actually watches
Court calendars at Walnut and at Hale. A wreck on I-55. High water on a levee road. Fog on a night road toward Manila. Coordination with Blytheville Police, Osceola, Gosnell, and ASP without becoming those departments. Coordination with Crittenden’s Sheriff or Craighead’s Sheriff is mutual aid between two offices, not a merger, and not a reason to file Marion or Jonesboro as this hall. A Jackson photograph does not steal the seat. Little Rock remains the capital. Osceola and Blytheville remain the two halls. Luxora remains this Sheriff.
