The township is the seat. Lakewood is a township, not the hall.
Ocean is a Jersey Shore county with a large Pinelands inland, created 1850 from Monmouth. Toms River Township is the seat. The official county listing says most offices sit near Washington Street and Hooper Avenue, one block north of the Toms River. Lakewood is the large township. It is not the county hall. Seaside Heights, Barnegat, and Long Beach Island are this map. They are not the county government. Trenton is the capital of New Jersey and sits in Mercer. Ocean City, Maryland, is Worcester County in a different state — later, not this page.
Thirty-three municipalities run from Point Pleasant and the Monmouth line down past Barnegat Bay to Little Egg Harbor. Freehold is Monmouth. Mount Holly is Burlington. Mays Landing is Atlantic. Trenton is Mercer.

Five Commissioners. No Executive. No Shore mayor as this board.
Ocean is governed by a Board of County Commissioners of five, elected at-large on a stagger. There is no County Executive. An appointed County Administrator runs day-to-day departments. The board meets at the Administration Building, 101 Hooper Avenue, Toms River. That is not Mercer’s Executive map. That is not Hudson’s Executive-plus-Register map. That is not Morris’s seven.
The Sheriff is a constitutional officer, three years, Article VII, Section II, paragraph 2. The board does not hire this badge. Last regular sheriff general was 4 November 2025. Next regular is Tuesday, 7 November 2028. Tuesday, 3 November 2026 is not this oval. Mercer — the capital — is 2026. The Governor is 2029.
Pinelands to the barrier — one county, two landscapes
The Toms River, Barnegat Bay, the Pinelands, the Garden State Parkway, Route 9, Route 37, and Route 72 to Long Beach Island are this land. The historic courthouse lists at 118 Washington Street. The Administration Building lists at 101 Hooper Avenue. No gold capitol dome as the county hall — that dome sits in Mercer. Staff who paste Ocean City, Maryland, onto Hooper Avenue are on the wrong state. Staff who treat Lakewood as the shire are on the wrong township.
How a Toms River public actually files a paper
Each of the thirty-three municipalities has a site. Lakewood’s site does not speak for Tuckerton. The Sheriff’s listing speaks for court, process, warrants, and transport. The Ocean County Jail at 114 Hooper Avenue is the Department of Corrections — a Warden, not this Sheriff. The County Clerk lists at 118 Washington Street. A northern resource room sits in Lakewood; a southern service center sits in Manahawkin. Do not send a Brick family to Trenton for a county paper. Do not send them to Maryland for a New Jersey writ.
118 Washington is court. 114 Hooper is a Warden.
Crime in Toms River is often Toms River Police. Crime in Lakewood is often Lakewood Police. New Jersey State Police is the state. Civil process, Superior Court security at the Justice Complex, sheriff sales, and transport are this Sheriff. Jail as a local house is Ocean County Department of Corrections. Rights do not change at the Point Pleasant line. Remedy for township police is the Township. Remedy for a Sheriff’s paper is the Sheriff. Relief when a nor’easter hits Long Beach Island is this count first.
A student who does not drive to Ocean City, Maryland
A student uses town pages, the county jobs board, or the Sheriff’s official listing at 120 Hooper Avenue. Long Beach Island is real. It is not the county hall. Outreach that only knows one boardwalk is not doing Jackson or Plumsted.
