Monmouth is a Central Jersey county with twenty-seven miles of Atlantic beach and a long inland. It is one of the original counties, created 1683. Freehold Borough is the seat. Freehold Township surrounds the borough and is a different municipality. Asbury Park, Long Branch, Red Bank, and the Shore towns are this map. They are not the county hall. Trenton is the capital of New Jersey and sits in Mercer. Monmouth, Illinois, is a different state. Monmouthshire is Wales.
Fifty-three municipalities run from Sandy Hook and the Raritan–Sandy Hook Bay shore down to the Ocean County line. Newark is Essex. New Brunswick is Middlesex. Toms River is Ocean. Trenton is Mercer.

Five Commissioners. An appointed Administrator. No Executive.
Monmouth is governed by a Board of County Commissioners of five, elected at-large on a stagger. There is no County Executive. An appointed County Administrator runs day-to-day departments. The board reorganizes each January and names a director. That is not Mercer’s Executive map. That is not Hudson’s Executive-plus-Register map. That is not Morris’s seven.
The Sheriff is a constitutional officer, three years, Article VII, Section II, paragraph 2. The board does not hire this badge. Last regular sheriff general was 4 November 2025. Next regular is Tuesday, 7 November 2028. Tuesday, 3 November 2026 is not this oval. Mercer — the capital — is 2026. The Governor is 2029.
Sandy Hook to Allentown is one county
The Atlantic, the Raritan and Sandy Hook Bays, the Garden State Parkway, Route 9, Route 18, Route 35, Route 36, and Interstate 195 are this land. The Hall of Records lists at One East Main Street, Freehold. No gold capitol dome as the county hall — that dome sits in Mercer. Staff who paste Monmouth, Illinois, onto Monument Park are on the wrong county. Staff who treat Asbury Park as the shire are on the wrong town.
How a Freehold public actually files a paper
Each of the fifty-three municipalities has a site. Long Branch’s site does not speak for Allentown. The Sheriff’s listing speaks for court, process, warrants, transport, and the jail. The Monmouth County Correctional Institution at 1 Waterworks Road, Freehold, is this Sheriff’s Corrections Division — not a separate county Corrections department. The County Clerk and the board sit at the Hall of Records, One East Main Street. Do not send a Howell family to Trenton for a county paper. Do not send them to Illinois for a New Jersey writ.
Monument Park is court. Waterworks Road is this Sheriff’s house.
Crime in Asbury Park is often Asbury Park Police. Crime in Middletown is often Middletown Police. New Jersey State Police is the state. Civil process, Superior Court security at 71 Monument Park, sheriff sales, communications, OEM, and the house at Waterworks Road are this Sheriff. Rights do not change at the Sea Bright line. Remedy for city police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when a nor’easter hits Long Branch is this count first.
A student who stays inland of the boardwalk
A student uses town pages, the county jobs board, or the Sheriff’s official listing at 2500 Kozloski Road. The Police Academy lists at 2000 Kozloski Road. The Shore is real. It is not the county hall. Outreach that only knows one boardwalk is not doing Roosevelt or Upper Freehold.
