Essex is a North Jersey county on the Passaic River, one of the original counties, created 1683. Newark is the seat. Newark is the largest city in New Jersey. It is not the capital. Trenton is the capital of New Jersey and sits in Mercer. Bergen is north. Hudson and Union touch this map — later chapters. Essex County, New York, is a different state.

County Executive plus Commissioners plus a Register
Essex adopted the Optional County Charter — County Executive form. The County Executive is a four-year elected desk. The Board of County Commissioners is the legislative board. Essex also elects a County Register — a fifth constitutional officer most New Jersey counties do not have. That is not Cape May’s five-commissioner map. That is not Cumberland’s seven. That is not Gloucester’s seven plus an Administrator.
The Sheriff is a constitutional officer, three years, Article VII, Section II, paragraph 2. The County Executive does not hire this badge. Last regular sheriff general was 2024. Next regular is Tuesday, 2 November 2027. Tuesday, 3 November 2026 is not this oval. The Governor is 2029.
Passaic and the Watchung, not the Pinelands
The Passaic River, the Watchung ridge, and the Meadowlands edge are this land. I-280, the Garden State Parkway, the New Jersey Turnpike, and U.S. 1/9 are this pavement. Newark Liberty is an airport on this map and in neighboring counties. No Boardwalk as the county hall. No Cape May lighthouse as the county story. Staff who paste a gold capitol dome onto West Market Street are on the wrong county.
How a Newark public actually files a paper
Each municipality has a site. Montclair’s site does not speak for Irvington. The Sheriff’s listing speaks for court, process, warrants, and transport. The Essex County Correctional Facility at 354 Doremus Avenue is Department of Corrections — a Director, not this Sheriff. The County Clerk is at 495 Dr. Martin Luther King Jr. Boulevard. Do not send a Livingston family to Trenton for a county paper. Do not send them to Manhattan for a New Jersey writ.

Crime in Newark is often Newark Public Safety. Crime in Montclair is often Montclair Police. New Jersey State Police is the state. Civil process, Superior Court security at 50 West Market Street, sheriff sales, and fugitive work are this Sheriff. Jail as a local house is Doremus Avenue Corrections. Rights do not change at the Maplewood line. Remedy for city police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the Passaic floods the Ironbound is this count first.
A student who stays on West Market
A student uses town pages, the county jobs board, or the Sheriff’s official listing at 50 West Market Street. Essex County College sits across from the government complex. It is not the jail. Outreach that only knows one skyline is not doing Essex Fells or Roseland.
