Jefferson County, Arkansas · Pine Bluff is the seat · not Birmingham · not Pulaski · Little Rock is the capital

Pine Bluff is the hall. Little Rock is the capital. This is not Jefferson County, Alabama.

Jefferson County, Arkansas, was created 2 November 1829 from parts of Arkansas and Pulaski counties, and named for Thomas Jefferson. Association of Arkansas Counties: Pine Bluff is the county seat. Pine Bluff is also the large city on this map. White Hall, Redfield, Altheimer, and Humphrey are not the hall. Tucker is a census-designated place northeast of Pine Bluff — not this hall.

This is not Jefferson County, Alabama. That seat is Birmingham, already unique. This is not Pulaski County. Little Rock is the capital of Arkansas, and it sits in Pulaski — not here. This is not Jefferson County, Kentucky / Texas / Missouri / Tennessee / Ohio / New York / Pennsylvania / West Virginia / Iowa / Kansas / Illinois / Indiana / Wisconsin / Colorado / Idaho / Montana / Nebraska / Oklahoma / Oregon / Washington. Do not read this page as Birmingham-with-rice or Pulaski-with-a-river. Pine Bluff is a large Delta city with its own courthouse, its own river landing, and its own Sheriff.

The courthouse lists at 101 West Barraque Street, Pine Bluff, AR 71601. AAC: the present hall sits on the spot of the 1838 predecessor, destroyed by fire in 1976. In the 1908 Arkansas River flood, part of the old hall was torn away to keep the rest from sliding into the river; the channel was later moved to save the site. County Judge, Circuit Clerk, Collector, and Assessor list on Barraque. The Sheriff lists at 410 East 2nd Avenue, Pine Bluff, AR 71601. Detention is the W.C. “Dub” Brassell Adult Detention Center at 300 East 2nd Avenue. Pine Bluff remains the hall.

Places include Pine Bluff, White Hall, Redfield, Altheimer, Humphrey, Sherrill, Wabbaseka, and the Delta remainder. 2020 census: 67,260 (Association of Arkansas Counties). This page is Side One for the place. The Sheriff’s job — Delta-city remainder patrol and Brassell this badge still holds — is taught at Office of the Sheriff — Jefferson County.

Thirteen JPs. County Judge at 101 West Barraque. They do not sit in Birmingham as this county.

Jefferson is a County Judge plus a thirteen-member Quorum Court of Justices of the Peace (AAC listing). Amendment 55 made the Judge the executive and the Quorum Court the legislature. County Judge lists at 101 West Barraque Street. They fund roads, the Barraque hall, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Pine Bluff City Council is a city body. White Hall is a city body. None of those is this Quorum Court.

County Clerk and Circuit Clerk are separate. This county elects a separate Collector at 101 West Barraque, Suite 113. Do not invent a combined Sheriff-Collector here. Confirm live at arcounties.org/counties/jefferson. 11th West Judicial Circuit — this county alone. 11th East is Arkansas County. That is not this oval.

The Sheriff is four years, Arkansas Constitution Article 7, § 46 as amended by Amendment 95, on the gubernatorial table. Last regular Tuesday, 8 November 2022. Next regular Tuesday, 3 November 2026. Preferential primary Tuesday, 3 March 2026 (already sat). Primary runoff Tuesday, 31 March 2026 (already sat where needed). Take office 1 January 2027 (A.C.A. § 21-1-102). The Governor is 2026. That is a different desk in Little Rock. Justices of the Peace are two years — a different desk.

Arkansas River, Delta east, pine hills west. Little Rock is the capital and it is not here.

Western third: pine-covered rolling hills. Eastern two-thirds: Delta farmland. The Arkansas River runs through. U.S. 65 and U.S. 79 are through roads. University of Arkansas at Pine Bluff is a campus — not this government. Pulaski is northwest — Little Rock is that hall, and the capital. Lonoke is northeast. Arkansas is east — DeWitt / Stuttgart are those halls. Lincoln is southeast — Star City is that hall. Cleveland is southwest — Rison is that hall. Grant is west — Sheridan is that hall. Staff who paste a Birmingham skyline onto Barraque, or treat Pine Bluff as Little Rock with a river, or file the State Capitol as this seat, are on the wrong county.

How a Pine Bluff public finds Barraque Street and Second Avenue

County Judge / Quorum Court / Circuit Clerk / Collector: 101 West Barraque Street, Pine Bluff, AR 71601. Sheriff headquarters: 410 East 2nd Avenue, Pine Bluff, AR 71601 — office (870) 541-5351. Brassell booking: 300 East 2nd Avenue — booking (870) 541-1921. Confirm live doors at jeffcoso.org and arcounties.org/counties/jefferson before you drive. A student who only knows a Birmingham photograph, or only a Little Rock Capitol postcard, has not found Pine Bluff.

Brassell still jails. Tucker, Ester, and the Pine Bluff Complex are ADC. Cummins and Varner sit in Lincoln.

Crime in unincorporated Jefferson — White Hall remainder, Redfield remainder, Altheimer remainder, Tucker remainder, U.S. 65 and U.S. 79 frontage — is this Sheriff. Crime in Pine Bluff is often Pine Bluff Police at 200 East 8th Avenue. This Sheriff is not that badge. White Hall Police is a city badge. UAPB Police is a campus badge. The Sheriff’s own jail page: W.C. “Dub” Brassell Adult Detention Center, opened 2007, listed near 300 beds; a December 2025 state inspection printed rated 300 / operational about 240. That house is this badge’s shop (A.C.A. § 12-41-502). It is not a separate county Department of Corrections that retired this jailer.

ADC sits heavily on this map. ADC is not this Sheriff. Tucker Unit and the Maximum Security Unit sit off Highway 15 northeast of Pine Bluff, in this county. Barbara Ester Unit, Pine Bluff Unit, and Randall L. Williams Correctional Center sit in the Pine Bluff Complex. ADC headquarters lists at 6814 Princeton Pike, Pine Bluff. None of those doors is this jailer. Cummins Unit and Varner Unit / Varner Supermax sit in Lincoln County, south of Pine Bluff — not this oval. The assignment warned that Cummins / Varner may be filed on this county; they are not. Do not send a family looking for a county booking to Birmingham, to Little Rock as this hall, to Tucker farm, or to Cummins as this oval.

Care without inventing a river-city chapel as this county

A peace order served in unincorporated Redfield remainder. A court-ordered transport from 300 East 2nd to 101 West Barraque without becoming Pine Bluff PD. Do not invent a church. Do not invent a campus visitor center as this oval.

What Jefferson actually watches

Court calendar on Barraque. A wreck on U.S. 65. Fog on the Delta. High water toward the Arkansas River. Ice toward White Hall remainder. Coordination with Pine Bluff Police, White Hall Police, UAPB Police, and ASP without becoming those departments. Coordination with Pulaski’s Sheriff or Lincoln’s Sheriff is mutual aid between two offices, not a merger. The river is geography. It is not Birmingham as this hall. It is not Little Rock as this seat.
