Two halls: DeWitt south, Stuttgart north. This is a county named Arkansas — not the State.

Arkansas County, Arkansas, was erected 13 December 1813 — the first of the present seventy-five counties. The name is the county. It is not the State of Arkansas. Little Rock is the capital. Little Rock sits in Pulaski County. Pulaski is later. This county has two districts and two courthouses. DeWitt is the southern district seat. Stuttgart is the northern district seat. Both are county seats. Stuttgart is the large city. Stuttgart is not the only hall. The Sheriff’s headquarters and the county jail list at 1000 Ricebelt Avenue in DeWitt. The northern Sheriff door lists at 312 South College Street in Stuttgart. Arkansas Post National Memorial at Gillett is National Park Service land. It was a territorial capital. It is not this county hall. Little Rock is the capital now. This is not Pulaski. This is not the Governor’s office. Humphrey straddles a line — confirm which county before you file.

Arkansas County is a County Judge plus a nine-member Quorum Court of Justices of the Peace. Amendment 55 made the Judge the executive and the Quorum Court the legislature. They meet in DeWitt — a December 2025 session sat at the DeWitt Courthouse Annex. They fund roads, the detention house, and the Sheriff’s budget. They do not hire the Sheriff. The people do. DeWitt City Council is a city body. Stuttgart City Council is a city body. The Arkansas General Assembly sits in Little Rock. None of those is this Quorum Court.

The southern courthouse is 101 Court Square, DeWitt, AR 72042. The northern courthouse is 312 South College Street, Stuttgart, AR 72160. The Sheriff is four years, Arkansas Constitution Article 7, § 46 as amended by Amendment 95, on the gubernatorial table. Last regular Tuesday, 8 November 2022. Next regular Tuesday, 3 November 2026. Preferential primary Tuesday, 3 March 2026 (already sat). Take office 1 January 2027 (A.C.A. § 21-1-102). The Governor is 2026. That is a different desk in Little Rock. Justices of the Peace are two years — a different desk.

Grand Prairie rice and duck country. The White River is the eastern line. The Arkansas River and Lock and Dam No. 2 sit on the southern edge. U.S. 165 and U.S. 79 are through roads. Prairie County is north. Monroe is northeast. Phillips is east. Desha is south. Lincoln is southwest. Jefferson is west — Pine Bluff is that hall. Staff who paste the State Capitol onto Court Square, or treat Stuttgart as the whole State, or file Little Rock as this seat, are on the wrong county.

Crime in unincorporated Arkansas County — Almyra country, St. Charles remainder, the Grand Prairie outside the two cities — is this Sheriff. Crime in DeWitt is often DeWitt Police. Crime in Stuttgart is often Stuttgart Police. This Sheriff is not those badges. The Arkansas Sheriffs’ Association and the county Sheriff site list the adult detention house at 1000 Ricebelt Avenue, DeWitt. That house is this badge’s shop. A juvenile listing at 1010 Ricebelt Avenue sits next door — confirm the live juvenile door before you drive. Cummins Unit and Varner Unit are Arkansas Division of Correction in Lincoln County. They are not this jail. Do not send a family looking for a county booking to Cummins, to Little Rock, or to Stuttgart City Hall as this jailer.

Civil process and court security at 101 Court Square and 312 South College are the Sheriff. Rights do not change at a rice-bin parking lot. Remedy for Stuttgart Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the White River leaves the banks is this count first.

What this dual-seat Delta actually watches

Court calendars on two squares. A wreck on U.S. 165. High water on the White. A night road outside Almyra. Coordination with DeWitt Police, Stuttgart Police, and Arkansas State Police without becoming those departments. Coordination with Jefferson’s Sheriff or Desha’s Sheriff is mutual aid between two offices, not a merger, and not a reason to file Pine Bluff as this hall. A Little Rock photograph does not steal the seat. Little Rock remains the capital. This remains a county named Arkansas.
