Washington County, Maryland, was erected 1776 and named for George Washington. It is Western Maryland. Hagerstown is the seat. Sharpsburg holds Antietam National Battlefield. Sharpsburg is not the county government. This is not Washington, D.C. This is not the State of Washington. This is not Washington County, Pennsylvania — that is a different office across a different line. Cumberland is Allegany. Oakland is Garrett. Frederick is Frederick. Annapolis is the capital of Maryland and sits in Anne Arundel.

Washington remains a traditional commissioner county. A five-member Board of County Commissioners, elected at large, holds both the legislative and executive functions under the Code of the Public Local Laws of Washington County. A County Administrator is appointed. There is no County Executive. There is no charter. There is no Washington County Police Department. The Sheriff is primary law enforcement in the unincorporated valley. Hagerstown Police, Williamsport Police, and the other municipal forces are town badges. Maryland State Police is the state. Roxbury Correctional Institution on Roxbury Road is DPSCS — a state prison, not this county hall.

The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The Governor is also 2026 — a different desk. The Mayor of Hagerstown is a city clock.

The Potomac and the Pennsylvania line sit here. Washington, D.C. does not.

The Potomac is south toward West Virginia. The Conococheague runs through this valley. I-70 and I-81 cross at Hagerstown. U.S. 40 is this old National Road. Franklin County, Pennsylvania, and Fulton County, Pennsylvania, sit north. Berkeley County, West Virginia, sits across the river. This is not the District of Columbia. This is not Olympia. Staff who paste a Capitol dome onto Summit Avenue, or an Antietam cornfield onto the county administration building, are on the wrong county.

The Board of Elections is at 17718 Virginia Avenue, Hagerstown, MD 21740 — not 500 Western Maryland Parkway, not 24 Summit Avenue, not Sharpsburg, not Washington, D.C. A family in Hancock registers here, not in Allegany. Each municipality has a site. Hagerstown’s city site does not speak for Boonsboro. The Sheriff’s listing speaks for patrol, process, court, and the jail.

Crime in the unincorporated county — including Clear Spring, Cascade, and Maugansville — is this Sheriff. Crime in Hagerstown is often city police. Jail as a local house is the Washington County Detention Center at 500 Western Maryland Parkway, under this Sheriff, with a Warden on the Sheriff’s org chart. The Maryland Manual lists Detention under the Sheriff. That is the opposite of Talbot, where West Dover left the badge. Roxbury Correctional Institution at 18701 Roxbury Road is DPSCS. Do not paste that state house onto this county jail. Civil process and Circuit Court security at 24 Summit Avenue are the Sheriff. Rights do not change at the Conococheague. Remedy for Hagerstown Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the Potomac comes up at Williamsport is this count first.
