Western Maryland, not the Shore, not the capital

Allegany is a Western Maryland county on the North Branch of the Potomac, created 1789 from Washington County. Cumberland is the seat. The Narrows is this gap. Annapolis is the capital of Maryland and sits in Anne Arundel. Baltimore City is not a county and is not this map. Garrett is west (erected 1872 from this county). Washington County (Hagerstown) is east.

Municipalities include Cumberland, Frostburg, Westernport, Lonaconing, Midland, Barton, and Luke. La Vale is large and unincorporated. Hagerstown is Washington County. Oakland is Garrett. Annapolis is Anne Arundel.

Code home rule still sits with three commissioners

Allegany adopted code home rule under Article XI-F. The Board of County Commissioners is three members, four-year terms, same gubernatorial table. Not a County Executive. Not Anne Arundel’s charter. Not Baltimore County’s charter. County offices cluster on Kelly Road. Dover Air Force Base is Delaware. Fort Meade is Anne Arundel. This mountain is not those posts.

The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The Governor is also 2026 — a different desk. The Mayor of Cumberland is a city clock.

Wills Creek, not the Severn

The Potomac and Wills Creek are this water. The C&O Canal came through this town. I-68 and the National Road are this pavement. Rocky Gap is this park. No Chesapeake beach as the county story. No Inner Harbor as the county hall. Staff who paste a Spa Creek sail onto the Narrows are on the wrong county.

Each municipality has a site. Cumberland’s site does not speak for Westernport. The Sheriff’s listing speaks for patrol, process, court, and the jail. DPSCS listings speak for state sentences. The Board of Elections is at 701 Kelly Road, Suite 231, Cumberland. Do not send a Barton family to Glen Burnie for a county paper.

Crime in the city is often municipal police. Crime on the unincorporated mountain is this Sheriff. Jail as a local house is this Sheriff. Jail as a long state sentence is DPSCS. Rights do not change at the Frostburg line. Remedy for Cumberland Police is the City. Remedy for a Sheriff’s paper or booking is the Sheriff. Relief in a Wills Creek flood is this count first.

A student who stays on Kelly Road

A student uses town pages, the county jobs board, or the Sheriff’s official listing. Frostburg State is a campus. It is not the Detention Center. Outreach that only knows canal tourism is not doing Luke.
