Salem is a southwest New Jersey county on the Delaware River, created 1694. Salem the city is the seat. It is a small river city. It is not the capital. Trenton is the capital of New Jersey and sits in Mercer. This is not Salem, Massachusetts. This is not Salem, Oregon. Penns Grove, Woodstown, Alloway, and Quinton are this map. They are not the county hall.
Fifteen municipalities run from the river towns to the inland townships: Alloway, Carneys Point, Elmer, Elsinboro, Lower Alloways Creek, Mannington, Oldmans, Penns Grove, Pennsville, Pilesgrove, Pittsgrove, Quinton, Salem City, Upper Pittsgrove, and Woodstown. Woodbury is Gloucester. Bridgeton is Cumberland. New Castle County, Delaware, is across the river. Trenton is Mercer.

Salem is governed by a Board of County Commissioners of five, elected at-large on a stagger, with an appointed County Administrator. County offices list at 110 Fifth Street, Salem. Commissioner meetings use the Historic Salem Court House, 104 Market Street. There is no County Executive. That is not Mercer’s Executive map. That is not Union’s nine-commissioner Manager plan.
The Sheriff is a constitutional officer, three years, Article VII, Section II, paragraph 2. The board does not hire this badge. Last regular sheriff general was 2024. Next regular is Tuesday, 2 November 2027. Tuesday, 3 November 2026 is not this oval. Mercer — the capital — is 2026. Union is 2026. Gloucester, already live, waits until 2027 with this county. The Governor is 2029.
Delaware is the west wall, not Massachusetts Bay
The Delaware River, the Salem River, Alloway Creek, and the Delaware Memorial Bridge approaches are this land. Route 49, Route 45, and Route 40 are this pavement. No gold capitol dome as the county hall — that dome sits in Mercer. No witch-trial postcard as this shire. Staff who paste a Massachusetts bay onto Market Street, or treat Penns Grove as the county, are on the wrong map.
How a gateway public actually files a paper
Each of the fifteen municipalities has a site. Penns Grove’s site does not speak for Pittsgrove. The Sheriff’s listing speaks for court, process, warrants, transport, and the jail. The Salem County Correctional Facility at 125 Cemetery Road, Woodstown, is this Sheriff — a Warden under the Sheriff’s Corrections Division. Confirm the live listing at salemcountysheriff.com. The County Clerk lists with Salem County government at 110 Fifth Street. Do not send an Alloway family to Trenton for a county paper. Do not send them to Salem, Massachusetts, for a New Jersey writ.

Crime in Salem City is often Salem City Police. Crime in Penns Grove is often Penns Grove Police. New Jersey State Police is the state. Civil process, Superior Court security at the new courthouse, 92 Market Street, sheriff sales (same address as of May 2025), and fugitive work are this Sheriff. Jail as a local house is still this badge at Woodstown — not Gloucester’s Hunter Street Corrections, not Cumberland’s Broad Street Corrections. Rights do not change at the Oldmans line. Remedy for city police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the Delaware ices the ferry corridor is this count first.
A student who does not treat Penns Grove as the hall
A student uses town pages, the county jobs board, or the Sheriff’s official listing at 94 Market Street. The historic courthouse at 104 Market Street is a landmark. It is not the whole job. Outreach that only knows one witch-trial postcard is not doing Lower Alloways Creek or Elsinboro.
