Graham County, Arizona, was erected 10 March 1881 from parts of Apache and Pima counties and named for John C. Graham, a Safford settler — not for the Kansas county and not for the North Carolina county. Safford is the seat. Thatcher is a town. Pima is a town. Solomon, Central, Fort Thomas, Bonita, and Klondyke are places in this county — they are not the hall. Bylas and Peridot sit on the San Carlos Apache Nation that overlaps this map; that Nation is not this county government. This is not Graham County, Kansas (Hill City). Graham is a three-member Board of Supervisors, one supervisor per district, under A.R.S. § 11-211 for counties under 175,000. An appointed County Manager sits with the Board. Apache is north. Staff who paste Hill City, Kansas, onto Main Street, or treat Thatcher as this hall, or file “Tucson as this county,” are on the wrong county.

A student who only knows a Kansas postcard, or a Thatcher campus photograph as the hall, or treats the ADC Safford complex as the county jail, has not found this campus.

Crime in unincorporated Graham — Bonita, Klondyke, Fort Thomas remainder, the canal roads outside city limits — is this Sheriff. Crime in Safford is often Safford Police. Crime in Thatcher is often Thatcher Police. Crime in Pima is often that municipal department. This Sheriff is not Safford PD. A.R.S. § 11-441(A)(5) still puts the county jail on this badge. Do not paste ADC onto this Sheriff. Arizona State Prison Complex–Safford (and the Fort Grant unit in this county) is Arizona Department of Corrections, Rehabilitation & Reentry — state prison. Those are not Graham County Detention. Do not send a family looking for a county booking to ADC Safford, to Safford Police Headquarters, or to Hill City, Kansas. Civil process and court security at 800 West Main are the Sheriff. The San Carlos Apache Police Department is a tribal badge on Nation land; cross-deputization where it exists is mutual aid, not a merger. Remedy for Safford Police is the City.
