Phoenix is the capital, and it sits in Maricopa County. Green Valley is not the hall. Marana is not the hall. Oro Valley is not the hall. Sahuarita is not the hall. This is not Maricopa County. This is not Cochise County (Bisbee). This is not Santa Cruz County (Nogales). A saguaro is Sonoran desert. It is not a substitute for learning that the capital is Phoenix.

Pima is a charter county: five Supervisors by district plus an appointed County Administrator. Supervisors list at 33 North Stone Avenue; a hearing room lists at 130 West Congress Street. Historic County Administration still photographs at 115 North Church Avenue (the 1929 courthouse). They fund roads, Congress Street courts, Benson Highway headquarters, and Silverlake. They do not hire the Sheriff. The people do. Tucson City Council is a city body. Marana, Oro Valley, and Sahuarita are towns. Phoenix City Council is a different city in a different county.

The Sheriff is four years, Article 12 § 3, last regular 5 November 2024, next regular 7 November 2028. Not 2026. The Mayor of Tucson is a city clock. The Governor in Phoenix is a state clock.

Mexico is the south wall. Tohono O’odham is land, not a second sheriff.

I-10, I-19, and State Route 86 are the through roads. Pinal sits north. Santa Cruz sits south. Cochise sits east. Mexico is the south wall (Sasabe / Lukeville approaches). Tohono O’odham Nation covers a large share of this county in fact. That land does not make this Sheriff the Nation’s police. Staff who paste a Phoenix skyline onto Church Avenue, or treat Green Valley as this hall, or file “Tucson is the capital,” are on the wrong county. Phoenix remains the capital.

A student who only knows a Phoenix postcard has not found Tucson.

Silverlake still jails. Tucson PD is 911 in the city. This Sheriff is the unincorporated remainder and the jailer.

Crime in unincorporated Pima — Vail remainder, Avra Valley, Ajo roads, the I-19 remainder outside town limits — is this Sheriff. Crime in Tucson is often Tucson Police. Crime in Oro Valley is often Oro Valley Police. Pima County Adult Detention Complex at 1270 West Silverlake is this Sheriff’s house, plus Ajo District Jail. A.R.S. § 11-441(A)(5) still puts the jail on this Sheriff. It is not a Warden-department split. It is not Maricopa County’s jailer. DPS is the state. Civil process and court security at 110 West Congress are the Sheriff. Rights do not change at Speedway. Remedy for Tucson Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when a monsoon fills the washes is this count first.

Tohono O’odham Police is tribal. Border Patrol is federal. This Sheriff is the county officer.

Coordination with Tucson Police, town police, and DPS without becoming those departments. Coordination with Pinal’s Sheriff or Santa Cruz’s Sheriff is mutual aid between two county offices. A Phoenix photograph does not steal the seat. Phoenix remains the capital. Tucson remains the seat.
