Greenlee County, Arizona, was erected 1909 from Graham County and named for Mason Greenlee, a Clifton-area pioneer. Clifton is the seat. Duncan is an incorporated town. Duncan is not the county hall. Morenci is a census-designated place and the large copper-mine community — it is not a second county and not the seat. York, Franklin, and Sheldon are places in this county — they are not the hall. This is not Greenlee County somewhere else; there is one. Safford is Graham. St. Johns is Apache. The New Mexico line is the east wall — Catron, Grant, and Hidalgo counties in New Mexico are another state. Phoenix is Maricopa and the capital. Tucson is Pima, later.

Greenlee is a three-member Board of Supervisors, one supervisor per district, under A.R.S. § 11-211. There is no elected County Executive. County government lists at 253 Fifth Street, Clifton, AZ 85533 (greenlee.az.gov). They fund roads, the jail, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Clifton Town Council is a town body. Duncan Town Council is a town body. Neither is this Board.

Greenlee County Superior Court lists at 223 Fifth Street, Clifton, AZ 85533 (azcourts.gov). County contact pages also print 253 Fifth Street for several offices — confirm the live court door before you drive. Justice Court has a Clifton precinct and a Duncan precinct. The Duncan precinct is a limited-jurisdiction court. It is not the county hall.

The Sheriff is four years, Article 12 § 3, beginning 1 January after election. Last regular Tuesday, 5 November 2024. Next regular Tuesday, 7 November 2028. U.S. 191 is the spine — the Coronado Trail north toward Alpine, the mine road through Morenci, the descent into Clifton’s canyon. The San Francisco River / Chase Creek cuts the seat. Graham is west — Safford is that hall. Apache is north. New Mexico is east. Staff who paste Duncan onto Fifth Street as the hall, or treat Morenci as a second county, or file “Safford as this seat,” or drop a New Mexico town onto Clifton, are on the wrong county.

Jail listings also print 800 South Coronado Boulevard — adjacent campus; confirm the live booking door on greenlee.az.gov before you drive. A student who only knows a Duncan photograph as the hall, or a pit overlook as the courthouse, has not found this canyon.

Crime in unincorporated Greenlee — Morenci, York, Franklin, the Coronado Trail remainder — is this Sheriff. Crime in Clifton is often Clifton Police where that department answers. Crime in Duncan is often Duncan municipal. This Sheriff is not Clifton PD. A.R.S. § 11-441(A)(5) still puts the county jail on this badge. Jail listings put the house on Coronado Boulevard in Clifton. That house is this badge’s shop. It is not a mine-security office. It is not ADC.

Do not paste a state prison onto Coronado. There is no ADC complex that replaces this jailer in Clifton. Do not send a family looking for a county booking to Duncan Town Hall, to a New Mexico sheriff, or to Safford. Civil process and court security at Fifth Street are the Sheriff. Remedy for Clifton Police is the Town. Remedy for a Sheriff’s paper is the Sheriff. Relief when U.S. 191 ices on the Coronado Trail is this count first.
