One hundred eighteen desks, all up, not the Senate’s 2-4-4

The Illinois House of Representatives is the lower house of the Illinois General Assembly. One hundred eighteen Representatives. Article IV, Section 1 of the Illinois Constitution: a Senate of fifty-nine Legislative Districts and a House of one hundred eighteen Representative Districts. Each Senate district contains two House districts. Confirm the live count and the member of record on ilga.gov — House.

The term is two years. Illinois does not stagger this chamber. All one hundred eighteen seats stand every even year. That is the opposite of the State Senate, which runs a 2-4-4 clock and seats only thirty-nine of fifty-nine in 2026. Do not import that three-group wheel onto the House. Do not import Alabama’s four-year House. Do not flatten this desk into “half the Legislature.”

This is not a United States House seat. Illinois sends seventeen Representatives to Congress on a two-year clock. Those files live under U.S. House. This chamber does not vote in Congress, does not sit in Washington, and does not split a federal district.

This is not the Illinois State Senate. Fifty-nine desks, 2-4-4 stagger — a different house. This is not the Governor. This is not the Attorney General. This is not a Mayor.

Springfield is the capital, in Sangamon County, on the Sangamon. Chicago is the largest city. Cook is the largest county. Neither is the capital. The lakefront, the collar counties, downstate, the Metro East, and Little Egypt hire this chamber — one hundred eighteen districts, not one skyline.

Illinois is one hundred two counties. A State House district is not the whole state. Seat packets, when they ship, teach this district. This page teaches the chamber.

The House elects its own Speaker by a majority of the members elected — sixty votes when the chamber is full (Article IV, Section 6). The Lieutenant Governor of Illinois does not preside here. The 1970 constitution took that gavel from the Senate too. Do not treat a news comment as the roster. Confirm officers on ilga.gov.

A Representative has two homes. The dome for the session. The district for the people who hired the seat. This is a full-time legislature. Staff who only know Capitol Avenue, or only know the Loop as the state, or only know a lake path as Illinois, are not doing the job. The Mayor of Springfield is a different office (Mayor of Springfield). Chicago’s Mayor is a different office still.

Bills from either house; May 31 is the wall

Winners take office the second Wednesday of January following the election — the same hour the General Assembly convenes (Article IV, Section 5). After 3 November 2026, that Wednesday is 13 January 2027. That is Illinois’s clock. It is not midnight of election day. It is not December 1. It is not Alabama.

There are no legislative term limits in Illinois.

Qualifications sit in Article IV, Section 2(c): a U.S. citizen, at least twenty-one, a resident of the district for two years preceding the election. Always verify the current text. This page is teaching, not a filing packet.

Article IV, Section 8(b): bills may originate in either house, and may be amended or rejected by the other. Illinois has no origination clause. Do not transplant Georgia’s revenue-and-appropriation hinge, or Idaho’s revenue-only hinge, onto Springfield. Final passage takes a majority of the members elected to each house — sixty in this House when the chamber is full. Three readings by title on different days. Appropriation bills are limited to the subject of appropriations.

Article IV, Section 10 is the calendar wall: a bill passed after May 31 does not take effect before June 1 of the next calendar year, unless three-fifths of the members elected to each house set an earlier date. The 2026 regular sitting was scheduled through 31 May 2026. November is the hire for the next two years, not a re-run of that wall.

Vacancies: Article IV, Section 2(d) — within thirty days, filled by appointment as provided by law, same political party. For a Representative office the appointment is for the remainder of the term. Statute puts that appointment on the representative committee of the district and party (10 ILCS 5/25-6). Do not invent a Governor’s appointment of the Representative. Confirm on the State Board of Elections.

The House is the judge of the elections, returns, and qualifications of its own members. That is not a campaign objection on social media.

Redistricting is legislative work under this constitution. Maps get litigated. Treat a court order and a stay as clocks. Confirm which map a given election actually used on the State Board of Elections and the courts — not on a thread.

ilga.gov, not a lakefront rumor

The official legislative door is ilga.gov. Bills, amendments, committee notices, and the member of record belong there — not on a forwarded screenshot. Session calendars and today’s schedule are posted on that site.

The official election door is the Illinois State Board of Elections. Registration, ballot status, and the sample ballot belong on the Board and the election authority in this county — one hundred two of them, plus the Chicago Board of Election Commissioners inside the city. Cook County is a county. It is not the State Board.

Staff who only know a Facebook page are not doing the job. A constituent who was told “you can vote by text” was not told the truth until a .gov page says otherwise.

Standing committees — Appropriations; Revenue and Finance; Judiciary; Elementary and Secondary Education; Energy and Environment; Agriculture — are how the work is actually cut. Confirm the current book on ilga.gov. Do not treat a news comment as the committee list.

The House impeaches; the Senate tries

Article IV, Section 14: the House of Representatives has the sole power of impeachment. Impeachments are tried by the Senate. An executive or judicial officer may be impeached. Conviction takes two-thirds of the Senators elected. When the Governor is tried, the Chief Justice presides. Judgment extends to removal and disqualification. A legislative investigation is required to determine cause. That split is Illinois. It is not a trial in circuit court. It is not the Attorney General’s docket (Attorney General of Illinois). Do not teach a federal impeachment as this file.

Equal protection on this map is not a Chicago-only file and not a Cook-only file. A prairie county, a Metro East precinct, a Shawnee town, and a Quad Cities file hire the same Constitution. A district that never makes a lakefront broadcast still sits in this chamber. The U.S. Attorney and a circuit judge are not this Representative.

Each house judges its own members. Expulsion is this constitution, not a comment section.

A levee night is not a ministry

Care this office actually gives is a bill and an appropriation, not a church. Do not invent a ministry. A flood on the Mississippi or the Illinois, a freeze on a prairie county, a levee night in the Metro East that is not a Springfield press conference, a lake-effect winter that is not the whole state — those land as budget hours, emergency statutes, and questions to agencies the Governor runs.

Rural hospitals, a state prison, Medicaid as state policy, IDOT, a National Guard year in state status: the House does not command the Guard (the Governor does). It writes and oversees the statutes those desks live under. Chaplaincy that exists in a prison or a Guard unit is that department’s staffing. It is not this page’s pulpit. The gold geometry on this cover is civic grammar. It is not a parish substituting for the General Assembly.

LRB, CGFA, and a full-time intern

The Legislature’s own shops — the Legislative Reference Bureau, the Commission on Government Forecasting and Accountability, bill drafting, fiscal notes — are how the work is actually learned. Page and intern openings belong on official legislative and university civic pages, not on a campaign site. A student who wants the civic path confirms those doors on .gov and campus postings.

May 31 is how a student learns a calendar wall. The Clerk’s office is how a student learns a journal. County clerks, the Chicago Board of Election Commissioners, and the State Board of Elections are how election work is learned. Cook is a county. It is not this chamber. A law-school clinic that files in Springfield still files in a court, not in a House committee.

Flood stage, freeze, and a May 31 bill

Census and the nested two-to-one map. A full-time calendar that is not a forty-day citizen session. A flood stage on the Mississippi. A freeze warning on a prairie county. A levee report from the Metro East. Committee attendance. A bill that may start in either house. A three-fifths clock after May 31. Dockets that a bill would actually change. A 2026 sitting that already hit the wall — the January oath is the next two years.

That is situational awareness for this chamber. It is not spy fiction. It is not a Mayor’s night radio. It is not the Attorney General’s case map. It is not a U.S. House whip count.

One hundred two counties, Springfield not Cook

The inbox is a state inbox split one hundred eighteen ways: a capital file from Springfield that is not Chicago; a Chicago and Cook lakefront file that is not the capital; collar-county files from DuPage, Lake, Will, Kane, McHenry; a Rockford file; a Quad Cities file that looks at Iowa and remains Illinois; a Peoria and Bloomington prairie file; a Champaign file; a Metro East file from Belleville or East St. Louis that looks at Missouri and remains Illinois; a Little Egypt and Shawnee file from a southern county that never makes a lakefront broadcast; and a Quincy Mississippi-bluff file.

The Sangamon, the Illinois River, the Mississippi, the Ohio, the Wabash, and Lake Michigan in the north are this hydrology. A desert fountain is not this land. A lakefront postcard is not the capital.

Wisconsin is a different state. Indiana is a different state. Kentucky is a different state. Missouri is a different state. Iowa is a different state. Cairo looks south and remains Illinois. East St. Louis looks west and remains Illinois.

Staff who only know the dome, or only know the Loop as Illinois, are on the wrong office.
