5 Crossing Way, Owings Mills MD 21117. Not Fayette Street (Baltimore City Board of Elections, 417 E. Fayette). Not Towson courthouse as the elections office. Confirm registration, sample ballot, early voting (22–29 October 2026 on the live SBE page), and mail-in on elections.maryland.gov and voter lookup. There are no municipal clerks — this county has no incorporated towns.

You are hiring the Sheriff of Baltimore County — civil process, Circuit Court security and custody, transport. You are not hiring County Police. You are not hiring the Director of Corrections. You are not hiring the Baltimore City Sheriff. You are not hiring the Anne Arundel County Sheriff. You are not hiring the Governor.

Remedy is Towson, not Holliday Street
A bad service in Dundalk — this Sheriff’s door and the courts. City Hall is not this complaint. County Executive is not the internal-affairs substitute for a paper. Not a comment section.

A reservoir flood, ice on the Beltway, a freeze that closes York Road — this county’s mutual aid first. The City is a different count. Anne Arundel’s Severn is a different count.
Service — papers, court, not Bosley Avenue
Papers. A Towson courtroom. Transport the office actually runs. That is the purchase. The jailer is Department of Corrections.
Due process does not wait for a harbor postcard
A levy in Catonsville still needs notice. A writ of possession still needs the court. The Constitution does not pause because someone said “Baltimore” and meant the City.
Rights from Sparrows Point to Reisterstown
Equal protection on the doughnut map. Counsel. Property. Humane court-ordered transport. An Essex tenant and a Cockeysville household hire the same Sheriff. City residents hire a different one.
