The doughnut, not the harbor
Baltimore County was erected 1659. Baltimore City was separated as an independent city in 1851. The seat moved to Towson. This county surrounds the City and does not include it. The Inner Harbor is City. Fayette Street elections are City. This page is Towson, Dundalk, Essex, Owings Mills.
There are no incorporated municipalities. That is not true of Anne Arundel, Allegany, or Calvert. Places include Towson, Dundalk, Essex, Catonsville, Owings Mills, Pikesville, Cockeysville, White Marsh, Parkville, Middle River, Lansdowne, Arbutus, Rosedale, Sparrows Point, and Woodlawn. They are census-designated, not separate city halls.
Annapolis is the capital (Anne Arundel). Cumberland is Allegany. Prince Frederick is Calvert.

Charter Executive, Police, a 1993 jail department
Baltimore County is a charter county: County Executive plus County Council. County Police has been the patrol since 1874. Department of Corrections (1993) runs the Detention Center on Bosley Avenue. The Sheriff remains a constitutional officer in the Circuit Courthouses. Row officers still sit. Fire is county. Schools are county. There is no Dundalk Police as a city charter force.
The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The County Executive is on the same even-year table — a different oval. The Mayor of Baltimore is a City clock.
Reservoirs, not Spa Creek
Loch Raven, Prettyboy, and Liberty are this water. The Patapsco and Gunpowder are this drainage. The Beltway is this road. No Severn harbor as the county hall. No Cumberland Narrows as the county story. Staff who paste an Inner Harbor postcard onto the Towson courthouse are on the wrong government.
Owings Mills holds the elections office
The Board of Elections is at 5 Crossing Way, Owings Mills. City residents vote in Baltimore City at 417 E. Fayette Street. Do not send a Catonsville family to Fayette Street. Do not send a City family to Owings Mills. The Sheriff’s listing speaks for process and court. Corrections’ listing speaks for Bosley Avenue. Police speak for 911.
A public with no city hall except Towson
A student uses county pages, the jobs board, or the Sheriff’s official listing. There is no municipal clerk in Dundalk. Outreach that only knows a harbor tour is not doing Essex. Harford is northeast. Anne Arundel is south. Howard is west. Carroll is northwest. The City is the hole.
Courts, Police, Corrections, rights
Crime is County Police. Jail as a local house is Department of Corrections. Civil process and Circuit Court security are the Sheriff. Rights do not change at the City line — but the office does. Remedy for County Police is that department. Remedy for a Sheriff’s paper is the Sheriff. Relief in a Gunpowder flood is this count first. City Hall is not this firehouse.
