Rapid City is not the capital. Fort Pierre is a different city, across the river in Stanley County. East-river farm counties and west-river ranch counties hire the same Governor. The Mayor is a city executive hired by the voters of Pierre, not by the Legislature and not by a county commission. Four commissioners hold the whole city with the Mayor. Records, permitting, and election lookup belong on official city, Hughes County, and South Dakota Secretary of State sites. Staff who only know a Facebook page are not doing the job. Justice — the city hinge on a two-city river
A night arrest on Wells Avenue is a Pierre Police minute. A fire on the bluff is a Pierre Fire minute. The Hughes County Sheriff runs the jail and county process — a different office. Fort Pierre’s marshal and council are a different city. The U.S. Attorney and the state’s attorney are not this Mayor. Equal protection on these streets is this executive’s duty under the charter and the Constitution. Not a crime-scene postcard.

Pierre Fire and Pierre Police run the training this city actually has. Trades that keep the lights and the pipes — electrician, HVAC, CDL, water — sit next to this office on Side One. A student who wants the civic path confirms openings on official city employment pages, not on a campaign site. The State Capitol is the state. It is not a municipal classroom.
