The Mayor of Columbia is elected at-large by the people of this city. The form is council-manager with an elected Mayor: City Council legislates; a City Manager runs the day-to-day. The Mayor presides, represents the city, and is the political executive the voters actually hire. That is a clock on this city, not a slight. Politics — a midlands capital that hired a manager

The Mayor is a city executive hired by the voters of Columbia, not by the General Assembly and not by a county council. District and at-large councilors hold neighborhood inboxes. The City Manager holds the daily departments. The Mayor holds the public night: what police, fire, EMS, lights, streets, and water actually do here. Confirm structure in the city code and the manager ordinance. Do not treat a news comment as the charter.

Law — midlands ordinance, not a Lowcountry file

The Richland County Sheriff runs the jail and county process — a different office. Lexington County is across the river and is not this city. The U.S. Attorney and the Fifth Circuit Solicitor are not this Mayor. Equal protection on these streets is this executive’s duty under the code and the Constitution. Not a crime-scene postcard.

Ministry — after a Congaree flood

Disaster comfort after a river flood, a heat outage in a brick neighborhood, a fire that takes a block — chaplaincy and family liaison as the departments actually staff them. Do not invent a church. Do not turn grief into a slogan. The Mayor’s house is this city.

Education — USC is not the city

Columbia Fire and Columbia Police run academies. Trades that keep the lights and the pipes — electrician, HVAC, CDL, water — sit next to this office on Side One. A student who wants the civic path confirms openings on official city employment pages, not on a campaign site. The University of South Carolina is not the municipal desk. Fort Jackson is federal. The school district is a city inbox that is not the Mayor’s personal classroom.
