Justice — the city hinge on the Union Pacific
A night arrest on the south side is a Cheyenne Police minute. A fire on a windy plains night is a Cheyenne Fire minute. The Laramie County Sheriff runs the jail and county process — a different office. The U.S. Attorney and the District Attorney are not this Mayor. Equal protection on these streets is this executive’s duty under the code and the Constitution. Not a crime-scene postcard. Jackson is Teton County. It is not this rail town.
Ministry — after a plains wind
Disaster comfort after a blizzard, a high-wind night that takes a roof, a fire that takes a house — chaplaincy and family liaison as the departments actually staff them. Do not invent a church. Do not turn grief into a slogan. The Mayor’s house is this city.

Cheyenne Fire and Cheyenne Police run academies. Trades that keep the lights and the pipes — electrician, HVAC, CDL, water — sit next to this office on Side One.
