The Mayor of Charleston is elected at-large by the people of this city. The form is mayor–council: the Mayor is the city’s elected executive. The Mayor is a city executive hired by the voters of Charleston, not by the Legislature and not by a county commission. Ward councilors hold neighborhood inboxes. At-large councilors hold the whole city. The Mayor holds the public night: what police, fire, EMS, lights, streets, and water actually do here. Confirm structure on the official city site and the charter the Council actually runs. Do not treat a news comment as the charter.

Law — a Kanawha ordinance, not a Lowcountry file

City ordinances, the charter, and West Virginia law that assigns municipal police, fire, and public-works duty. Civil process that is a city paper is not the Kanawha Sheriff’s paper. A night arrest on the West Side is a Charleston Police minute. A fire on a hillside street is a Charleston Fire minute. The Kanawha County Sheriff runs the jail and county process — a different office. County EMS may roll on the same river. That is mutual aid, not a merger of offices. The U.S. Attorney and the Prosecuting Attorney are not this Mayor. Equal protection from the East End to the West Side is this executive’s duty under the charter and the Constitution. Not a crime-scene postcard.

Ministry — after a Kanawha flood

Disaster comfort after a river flood, a chemical night the valley still remembers how to drill, a fire that takes a hillside house — chaplaincy and family liaison as the departments actually staff them. Do not invent a church. Do not turn grief into a slogan. The Mayor’s house is this city.

Education — how this job is learned in the valley

Charleston Fire and Charleston Police run academies. Trades that keep the lights and the pipes — electrician, HVAC, CDL, water — sit next to this office on Side One. A student who wants the civic path confirms openings on official city employment pages, not on a campaign site. The University of Charleston is not the municipal desk. Unincorporated Kanawha land is not Charleston’s map — this city is the map. Neighborhoods that never make a gold-dome postcard still hire this Mayor. The West Side is Charleston. South Hills is Charleston. Staff who only know Capitol Street are on the wrong office. Schools, houses of worship, and neighborhood associations are how the desk talks — official doors, not a viral thread.
