Wicomico took charter home rule in 1964. A 2004 charter revision added an elected County Executive. A seven-member County Council (two at large, five by district) sits with that Executive. The Executive’s office is at 125 North Division Street, Salisbury. There is no Wicomico County Police Department. The Sheriff is primary law enforcement in the unincorporated county. Salisbury Police and Fruitland Police are municipal. Maryland State Police is the state. Eastern Correctional Institution is DPSCS in the Westover / Somerset area — do not paste it onto Naylor Mill.
The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The County Executive is on the same even-year table — a different oval. The Mayor of Salisbury is a city clock.

Crime in the unincorporated county — including Hebron, Pittsville, and Mardela Springs — is this Sheriff. Crime in Salisbury is often city police. Jail as a local house is the Wicomico County Department of Corrections at 411 Naylor Mill Road, Salisbury, with a Director appointed by the County Executive and confirmed by Council. County Code Chapter 20 is plain: the Department operates the Detention Center; transport to the courts remains vested in the Sheriff. The Maryland Manual lists Corrections under the Executive Branch, not under the Sheriff. Civil process and Circuit Court security at 101 North Division Street are the Sheriff. Rights do not change at the Wicomico. Remedy for Salisbury Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the Wicomico comes up at Salisbury is this count first.
