Shire town and mill city
Plymouth is a geographic county in southeastern Massachusetts and a county government that was not abolished. The SOS lists county commissioners as elected only in Barnstable, Bristol, Dukes, Norfolk, and Plymouth. Plymouth is on that list. Voters here also elect a county treasurer.
The map is Plymouth (shire town), Brockton (large city), Wareham, Marshfield, Hingham, Scituate, Bridgewater, Kingston, Duxbury, Hanover, Rockland, Abington, Whitman, Middleborough, and the other municipalities the Trial Court still puts in Plymouth.
The Cape Cod Canal is Barnstable. Quincy is Norfolk. Fall River is Bristol. Do not file a Plymouth paper in those counties.

Land — bay, mill, the canal as a neighbor
Plymouth Bay and the South Shore. Brockton inland as a mill city. Wareham looks at the canal and stays Plymouth. Hingham looks at Boston harbor and stays Plymouth. Route 3 and Route 24 as travel, not as the county itself. A nor’easter here is a Marshfield cellar and a Brockton triple-decker. A summer day on the waterfront is not the whole map.
Politics — commission, not the jail, not a federal title
Three county commissioners, overlapping four-year terms (SOS: 2026, 2028, 2030). County treasurer on a six-year clock (SOS: 2026, 2032, 2038). Confirm on official Plymouth County and SOS pages. The Sheriff is a separate elected officer with a county constituency and a state appropriation. City charter governs Brockton. Plymouth the town has town government. The remaining municipalities are cities and towns as their charters say.
Law, technology, education
Courts still say Plymouth — sessions in the shire town and in Brockton. Register of deeds remains a county-titled office. Each municipality has its own site. Plymouth’s town site does not speak for Brockton. A student looks at that city’s or town’s jobs page, the county’s page, or the Sheriff’s employment page.
Justice, outreach, rights, remedy, relief, service
Crime and fire are municipal. Jail and civil process are the Sheriff (Long Pond Road). Prosecution is the Plymouth District Attorney — another office. Outreach that only speaks waterfront English in August is not doing Brockton. Rights do not change at the Bridgewater line. Remedy for a city police issue is that city. Remedy for a jail issue is the Sheriff. Relief in a nor’easter is mutual aid plus the Commonwealth. Papers still get served in Hingham.
