Three counties. This is the north.
New Castle is Delaware’s northern county and the most populous of three. The whole state is this county, Kent, and Sussex. There is no fourth. Pennsylvania is a different state. New Jersey is across the Delaware River. Philadelphia is not this map.
Municipalities include Wilmington, Newark, Middletown, New Castle the city, Elsmere, Newport, Delaware City, Townsend, and the census places that are not cities — Bear, Brookside, Hockessin, Pike Creek, Claymont. Dover is Kent. Georgetown is Sussex. Rehoboth is Sussex.

Wilmington is not Dover
Wilmington sits on the Delaware River and the Christina. The Brandywine is this water. The Chesapeake & Delaware Canal still cuts the county; south of the canal is still New Castle — Middletown, Odessa, Townsend — not Kent. No ocean beach as the county story. No capital dome as this county’s hall. Staff who paste Legislative Hall onto French Street are on the wrong county.
County Executive, not Levy Court
New Castle runs a County Executive and a County Council. That is not Kent’s Levy Court. That is not Sussex’s County Council sitting in Georgetown. Row officers remain: Clerk of the Peace, Recorder of Deeds, Register of Wills, Sheriff. New Castle County Police is a county police department — a fact the other two counties do not copy at this scale. Cities still run city police, fire, and schools.
The Sheriff is four years, Article III § 22, on the Department of Elections table for 2026, 2030, 2034. Do not invent a skip because the Governor is 2028.
Land — Delaware River, Christina, Brandywine, C&D Canal
Working port. River city. Hundreds that still name the map: Brandywine, Christiana, Mill Creek, White Clay, New Castle, Pencader, Red Lion, St. Georges, Appoquinimink, Blackbird. A student who only knows a beach weekend has not met this county.
How a river public reaches a desk
Each municipality has a site. Wilmington’s site does not speak for Middletown. The Sheriff’s official listing speaks for process and sales. County Police has its own door. A student looks at that city’s jobs page or that department’s jobs page. Outreach that only knows the riverfront restaurants is not doing Townsend.
Courts, papers, County Police, rights
Crime and fire are municipal or County Police or DSP. Jail as a sentenced house is DOC — Howard R. Young is in Wilmington and is still DOC. Civil process and sheriff sales are the Sheriff. Prosecution is the Department of Justice. Rights do not change at the canal. Remedy for Wilmington Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief in a river flood is this county first.
