The first of the abolitions
Franklin is a geographic county in western Massachusetts. It is not a Midwestern courthouse county with a board running roads and trash. County government was abolished July 1, 1997 — first in the 1997–2000 wave. What remains is a map: Greenfield, Deerfield, Montague (Turners Falls), Orange, Northfield, Shelburne, Charlemont, Bernardston, and the hill towns the census and the Trial Court still put in Franklin.
Athol is Worcester County. Do not steal it. Northampton and Amherst are Hampshire. Pittsfield is Berkshire.
Courts still say Franklin. The Sheriff is still elected here. Municipal police, fire, schools, and 311-equivalents are city and town services. Confirm abolitions on the Secretary of the Commonwealth county page.

Land — Connecticut River, Mohawk Trail, Vermont line
The Connecticut River is the spine. The Mohawk Trail is a road, not a county. Greenfield is the shire town, not a Springfield. Turners Falls is a village of Montague. Orange is in this county. Northfield looks at Vermont and New Hampshire. A winter storm here is an ice road and an isolated hill town. A spring flood is a river. No harbor. No canal. No Five College as the county (that is Hampshire).
Politics — no commission, a vacancy on the Sheriff clock
Unlike Barnstable, Bristol, Dukes, Norfolk, and Plymouth, Franklin does not elect county commissioners. Residents deal with municipal halls and state agencies. That does not erase the Sheriff, the deeds office, or the court names.
The regular sheriff table for Massachusetts is 2028, 2034, 2040. Franklin is the 2026 exception: the SOS 2026 candidates guide lists Sheriff (Franklin County) under Vacancies. That vote finishes a term. It does not rewrite 2028.
Greenfield uses a city form. The rest are towns. The General Court and special acts did the abolition.
Technology, education, outreach
Each municipality has its own site. Greenfield’s site does not speak for Rowe. The Sheriff’s official site speaks for custody and process on Elm Street. A student looks at that town’s jobs page or that Sheriff’s jobs page. Outreach that only knows downtown Greenfield is not doing Monroe.
Justice, rights, remedy, relief, service
Crime and fire are municipal. Jail and civil process are the Sheriff (160 Elm Street). Prosecution is the Northwestern District Attorney — another office, shared as a district with Hampshire; confirm on official sources. Rights do not change at the Deerfield line. Remedy for a town police issue is that town. Remedy for a jail issue is the Sheriff. Relief in a Trail blizzard is mutual aid plus the Commonwealth. Papers still get served in Heath.
