Carroll County, Maryland

Carroll County · Westminster · the Piedmont sits here
Piedmont farmland, not the Shore, not the doughnut
Carroll was erected 1837 from Baltimore and Frederick Counties and named for Charles Carroll of Carrollton. It is Maryland Piedmont. Westminster is the seat. Annapolis is the capital of Maryland and sits in Anne Arundel. Towson is Baltimore County. Frederick the city is Frederick County. Gettysburg is Pennsylvania. Staff who paste an Inner Harbor onto Court Street, or treat this as Baltimore County, are on the wrong county.
Places include Westminster, Eldersburg, Sykesville, Hampstead, Manchester, Mount Airy (part), New Windsor, Taneytown, and Union Bridge. Owings Mills is Baltimore County. Towson is Baltimore County. Cumberland is Allegany.
This page is Side One for the place. The Sheriff’s job — patrol, court, and the Detention Center — is taught at Office of the Sheriff — Carroll County.
Five commissioners still sit. There is no County Police.
Carroll remains a commission county. The Board of County Commissioners is five members, elected by district. Not code home rule. Not a charter. Not a County Executive. Not Anne Arundel’s model. Not Cecil’s 2012 charter. There is no Carroll County Police Department. The Sheriff is primary law enforcement and the jailer.
The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The Governor is also 2026 — a different desk. The Mayor of Westminster is a city clock.
Liberty Reservoir is water. It is not the Bay.
Liberty Reservoir (shared with Baltimore County), Piney Run, and the Patapsco headwaters are this water. Maryland 140 and Maryland 97 are this pavement. This is not a Bay county. This is not Ocean City. Staff who paste Spa Creek onto Courthouse Square, or a Choptank dock onto Westminster, are on the wrong county.
Business Parkway holds the elections office
The Board of Elections is at 1135 Business Parkway South, Suite 60, Westminster (mail: P.O. Box 3191) — not the historic courthouse cupola, not Towson, not Glen Burnie. A family in Taneytown registers here, not in Owings Mills. Each municipality has a site. Westminster’s site does not speak for Sykesville. The Sheriff’s listing speaks for patrol, process, court, and 100 North Court Street.
A Court Street jail is this county's house
Crime in the unincorporated Piedmont is this Sheriff. Crime in Westminster, Sykesville, Hampstead, Manchester, Taneytown, or Mount Airy is often municipal police. Jail as a local house is this Sheriff’s Detention Center. Civil process and Circuit Court security are the Sheriff. Rights do not change at the Eldersburg line. Remedy for Westminster Police is the City. Remedy for a Sheriff’s paper or booking is the Sheriff. Relief in a Patapsco flood is this count first.
Courts, patrol, the 1837 stone, rights
A student uses town pages, the county jobs board, or the Sheriff’s official listing. McDaniel College is a campus in Westminster. It is not the Detention Center. Outreach that only knows a farm-tourism postcard is not doing Eldersburg.
