Cecil was erected 1674 and named for Cecil Calvert, 2nd Baron Baltimore. It is northeastern Maryland, the neck between the Elk River / Chesapeake and the Susquehanna, with the Delaware line on the east. Elkton is the seat. Annapolis is the capital of Maryland and sits in Anne Arundel. Wilmington is Delaware. Newark is Delaware. Havre de Grace is Harford. Staff who paste a Delaware city hall onto Main Street are on the wrong county.

Cecil adopted charter home rule in 2012. There is a County Executive and a County Council. That is not Caroline’s three commissioners. That is not Carroll’s five-commissioner map. There is still no Cecil County Police Department. The Sheriff remains primary law enforcement and the jailer. The Executive funds. The people hire this badge.
The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The Governor is also 2026 — a different desk. The County Executive is a charter desk on the same table — still not this oval. The Mayor of Elkton is a town clock.
C&D Canal, not the Narrows, not the Choptank
The Chesapeake and Delaware Canal, the Elk, Northeast River, and the Susquehanna at Port Deposit are this water. I-95 and U.S. 40 are this pavement. Elk Neck and Turkey Point are this park. This is not a mountain county. This is not Ocean City. Staff who paste the Cumberland Narrows onto Elkton, or a Choptank dock onto Chesapeake City, are on the wrong county.

A family in Rising Sun registers here, not in Newark, Delaware. Each municipality has a site. Elkton’s site does not speak for Perryville. The Sheriff’s listing speaks for patrol, process, court, and 500 Landing Lane.
