What this office is

A United States Representative is a federal legislator elected from one congressional district. New York’s 23rd is one of the state’s 26 House seats. The term is two years. The whole House stands for election every even-numbered year.

This page is Side One: inform, educate, inspire. It is not the race, not legal advice, and not an official government notice. For the 2026 cycle, use the election twin.

Confirm the current Member and the official map on House.gov — Find your Representative and the Clerk of the House.

How the job fits this community

New York’s congressional map for the 2026 ballot is the map the legislature passed and the Governor signed on 28 February 2024 (S.8653A / A.9310A). It is not the 2022 special-master map. A January 2026 order against the 11th was stayed by the U.S. Supreme Court on 2 March 2026; that case was then dismissed. Confirm on the State Board of Elections and voter lookup. Upstate is split. Look up the address.

The 23rd is the Southern Tier plus Erie County’s Southtowns: Jamestown, Elmira, Corning, Hornell, Hamburg, Orchard Park, East Aurora, plus Chautauqua, Cattaraugus, Allegany, Chemung, and Tioga. Buffalo is the 26th. Ithaca is the 19th. Confirm the county.

Federal work here is a lake inbox, a glass-city inbox, and a Southtowns inbox. Jamestown files a city on Chautauqua. Elmira and Corning file a river and a factory row. Hamburg and Orchard Park file a Buffalo suburb that is not Buffalo. Staff who treat this as the city of Buffalo or as Ithaca are not doing the job.

The Representative is the human hinge between this Southern-Tier-and-Southtowns map and Washington.

What the job entails

  • Legislate. Introduce and cosponsor bills. Sit on committees. Vote.
  • The purse. The House originates revenue bills. Appropriations decide what actually gets built or staffed.
  • Oversight. Hearings and letters that watch the executive branch.
  • Casework. SSA, VA, IRS, USCIS, military records, passports.
  • District presence. Town halls, city halls, employers, schools — the district is the employer.
  • Two homes. Washington for votes and committees. The district for the people who hired the office.

What a day is like

There is no single Tuesday. In Washington: a visitor from Jamestown and a visitor from Elmira. In the district: a long southern-tier drive.

The staff is the office. A serious Member is a serious principal: clear priorities, honest casework, no rumor as policy.

What this is not

  • Not a U.S. Senator (statewide, six-year term).
  • Not the Governor.
  • Not a county executive, or a mayor.
  • Not a campaign flyer. This page does not tell anyone who to vote for.
