Twenty-one seats in Legislative Hall
The Delaware State Senate is the upper house of the Delaware General Assembly. Twenty-one Senators. Article II of the Delaware Constitution and Title 29 of the Delaware Code write that number. The Assembly’s own door at legis.delaware.gov is the roster of record.
The ordinary term is four years, on a 2-4-4 stagger built for the census decade. Title 29, § 806 is the clock: eleven districts on one class, ten on the other, with a two-year hitch after reapportionment so the stagger holds. The next class is Tuesday, November 3, 2026. Eleven of twenty-one stand. The other ten sit until 2028. This is not Connecticut’s all-up two-year chamber and not Alabama’s all-up four-year chamber.
The 2026 class, by statute, is Senatorial Districts 1, 5, 7, 8, 9, 12, 13, 14, 15, 19, and 20. Confirm any special on elections.delaware.gov. Do not invent a 2026 race for Districts 2, 3, 4, 6, 10, 11, 16, 17, 18, or 21.
Senators’ terms begin the day next after their election (Article II, Section 3). Formal oath and the January gavel are a different hour: the General Assembly convenes the second Tuesday of January. Confirm both clocks on Legislative Hall. Do not import Alabama’s midnight-of-election-day.
This is not a United States Senate seat. The federal files live at Delaware Class I and Delaware Class II. Class II is 2026. Delaware has no Class III. This chamber does not vote in Congress, does not confirm federal judges, and does not sit in Washington.
This is not the Delaware House of Representatives. Forty-one desks is a different house, on a two-year clock, and all forty-one stand in 2026. This is not the Governor. This is not the Attorney General. This is not the Mayor of Dover.
Dover is the capital, in Kent County, on the St. Jones River, at Legislative Hall — a brick two-wing hall, not a gold dome. Wilmington is the largest city. It is not the capital. New Castle County is not the whole state. Sussex beach towns are not Legislative Hall. Three counties hire this chamber — twenty-one districts, not one skyline.

2-4-4 is this state's stagger
The Lieutenant Governor is President of the Senate. The body elects a President Pro Tempore. Majority and minority leaders are the floor. Standing committees — Executive; Bond; Elections and Government Affairs; Judiciary; Agriculture; Environment, Energy and Transportation; Health and Social Services — are how the work is actually cut. A Senator has two homes. Legislative Hall for the session. The district for the people who hired the seat. Staff who only know Rodney Square, or only know Rehoboth as Delaware, are not doing the job. The Green is the city. Legislative Hall is the capitol. The Mayor of Dover is a different office (Mayor of Dover).
Three counties, one First State
Delaware writes state law in two houses. A bill that is not passed by this Senate is not Delaware law. The Governor signs or vetoes; the General Assembly can override where the constitution actually gives it. Session is a January-to-June clock — convene the second Tuesday of January, out by the last day of June unless recalled.
There are no legislative term limits in Delaware. Consecutive-term caps that apply to the Governor are not this desk.
Advice and consent is real here, and it is state. Cabinet secretaries and boards the constitution and statute actually name. That is not a U.S. Senate hearing. It is not the Attorney General’s docket.
Vacancies are a writ of election from the presiding officer of the house where the hole is — or the Governor if the Assembly is not in session (Article II, Section 6). Delaware does not fill this chamber with a vacancy committee. The person chosen holds the residue of the term. Confirm on the Department of Elections.
Qualifications sit in Article II, Section 3: a Senator at least twenty-seven, a citizen and inhabitant of the state for three years, an inhabitant of the district for one year. Always verify the current text. This page is teaching, not a filing packet.
Redistricting is legislative work under Title 29. Maps get litigated. Treat a court order and a stay as clocks. Confirm which map a given election actually used on the Department of Elections — not on a thread.

The official legislative door is legis.delaware.gov. Bills, committee notices, livestream, and the member of record belong there — not on a forwarded screenshot. Session calendars and today’s schedule are posted on that site.

Staff who only know a Facebook page are not doing the job. A constituent who was told “you can vote by text” was not told the truth until a .gov page says otherwise.
Advice and consent on a small map
A confirmation hearing is this chamber’s justice minute: an appointee the Governor named, a board that will actually touch a license, a prison, a beach, or a school. It is not a trial. The Attorney General is the state’s lawyer (Attorney General of Delaware). The Senate is not that office.
Equal protection on this map is not a Wilmington-only file. A Sussex farm precinct and a Kent capital precinct hire the same Constitution. A district that never makes a Wilmington broadcast still sits in this chamber. The U.S. Attorney and a superior court judge are not this Senator.
Twenty-one desks is a small chamber. That is not a license to treat one county as the state.
Bay, beach, and a capital that is not Wilmington
Care this office actually gives is a bill and an oversight hour, not a church. Do not invent a ministry. A nor’easter over the Delaware Bay that is not a Legislative Hall press conference, a flood on the Christina, a poultry-county night in Sussex — those land as appropriations, emergency statutes, and questions to agencies the Governor runs.
Rural hospitals, a state prison, Medicaid as state policy, DelDOT, Dover Air Force Base as a federal file this chamber still meets as state work, a National Guard year in state status: the Senate does not command the Guard (the Governor does). It writes and oversees the statutes those desks live under. Chaplaincy that exists in a prison or a Guard unit is that department’s staffing. It is not this page’s pulpit.
How a student learns this work
The Legislature’s own shops — Division of Research, bill drafting, fiscal notes — are how the work is actually learned. Page and intern openings belong on official legislative and university civic pages, not on a campaign site. A student who wants the civic path confirms those doors on .gov and campus postings. The University of Delaware in Newark is a campus. It is not Legislative Hall.
The Department of Elections and the three county offices are how election work is learned. A law-school clinic that files in Wilmington still files in a court, not in a Senate committee.
What the desk watches on twenty-one desks
Census and the 2-4-4 stagger. A June 30 adjournment. A nor’easter track on the Bay. A chicken-house county that never makes a Wilmington broadcast. Committee attendance. Confirmation questionnaires. Dockets that a bill would actually change.
That is situational awareness for this chamber. It is not spy fiction. It is not a Mayor’s night radio. It is not the Attorney General’s case map.
Kent is the capital county
The inbox is a state inbox split twenty-one ways: a capital file from Legislative Hall that is not Wilmington; a New Castle metro file that is not the capital; a Wilmington river-and-city file that still hires this chamber as state work; a Kent farm-and-air-base file; a Sussex beach-and-poultry file from Georgetown, Lewes, or a town that never makes a New Castle broadcast.
The St. Jones, the Christina, the Brandywine, and the Delaware Bay are this hydrology. A desert fountain is not this land. A Rehoboth postcard is not the whole state.
Maryland is a different state. New Jersey is a different state. Pennsylvania is a different state. The Delaware River is not a license to treat New Castle as Philadelphia. Fenwick looks at Maryland and remains Delaware.
