The Mayor of Richmond is elected at-large by the people of this independent city. The charter is a strong Mayor: the Mayor is the chief executive. A City Council of nine, one from each voter district, legislates. To be elected Mayor, a candidate must win the most votes in at least five of the nine districts. If no one does, the top two citywide go to a runoff on the sixth Tuesday after November. No one may be elected Mayor for three consecutive full terms. That is a clock on this city, not a slight.

The term is four years. Regular Mayor elections fall on the first Tuesday after the first Monday in November in 2004 and every four years thereafter — the presidential even year. Ninety-five counties plus independent cities hire the same Governor. They do not hire this Mayor. These falls are real. This is not a beach. This city is the whole map.

Politics — five districts to hire the night

The Mayor is a city executive hired by the voters of Richmond, not by the General Assembly and not by a county board — there is no surrounding county. District council members hold neighborhood inboxes. The Mayor holds the night: police, fire, EMS, lights, streets, water, as the city actually runs them. Confirm structure in the city charter, Chapter 3. Do not treat a news comment as the charter. The five-district rule is unique to this city. It is not a statewide method.

Law — independent-city charter, not a Norfolk file

City ordinances, the charter, and Virginia law that assigns municipal police, fire, and public-works duty. Civil process that is a city paper is not a neighboring county’s paper. Warrants and bookings that run through Richmond Police are a city file. The City Attorney is the city’s lawyer, not the Attorney General of Virginia. Always verify the current code on rva.gov. Independent cities are a Virginia clock. Henrico and Chesterfield wrap this capital. They are not this Mayor.

A night arrest in the East End is a Richmond Police minute. A fire on a Shockoe warehouse block is a Richmond Fire minute. The Richmond City Sheriff runs the jail and city process — a different elected desk. The U.S. Attorney and the Commonwealth’s Attorney are not this Mayor. Richmond Fire and Richmond Police run academies. Trades that keep the lights and the pipes — electrician, HVAC, CDL, water — sit next to this office on Side One. A student who wants the civic path confirms openings on official city employment pages, not on a campaign site. VCU is not the municipal desk. There is no unincorporated Richmond — this independent city is the map. Neighborhoods that never make a Capitol Square postcard still hire this Mayor. Southside is Richmond. The East End is Richmond. Staff who only know Shockoe are on the wrong office. Schools, houses of worship, and civic associations are how the desk talks — official doors, not a viral thread.

How the job fits this community
