2028 Election — Governor of West Virginia

This is Side Two — the 2028 hire, not a 2026 leftover and not South Carolina
This page is the arena for this office, this cycle. Unique teaching for the job lives on the office twin.
It is not a campaign. It does not crown a winner. It does not tell you who to vote for. Names belong on the official sample ballot.
West Virginia elects a Governor in presidential even years. Last regular: 5 November 2024. Next regular: Tuesday, 7 November 2028. Do not invent a 2026 Governor race. The Attorney General is also 2028 — a different desk. Class II U.S. Senate is 2026 — a different desk. The House of Delegates is 2026. That is not this hire.
May 9 primary, November 7 general — confirm sos.wv.gov
- Primary: Tuesday, 9 May 2028 (second Tuesday in May of even-numbered years — W. Va. Code § 3-5-1). Confirm leftover dates on sos.wv.gov and GoVoteWV.
- General: Tuesday, 7 November 2028. Polls 6:30 a.m. to 7:30 p.m.
- Filing: the January window the Secretary of State actually posts for the presidential-year cycle. Confirm the last day. Do not teach a 2026 leftover as this cycle.
- Not a slate: there is no separately elected Lieutenant Governor. Do not teach a joint ticket here.
This is a regular gubernatorial election. It is not a U.S. Senate race. West Virginia’s 2026 Senate race is Class II. This desk is 2028. Two U.S. House districts are 2026.
Winners take office the first Monday after the second Wednesday of January next after the election — Monday, 15 January 2029 (Article VII, Section 1). Confirm the live calendar. That is West Virginia’s clock. It is not Bismarck’s December 15. It is not Salt Lake City’s first Monday. It is not Olympia’s second Monday. It is not a South Carolina calendar.
Names belong on GoVoteWV
Do not take names from a news comment or a text thread.
- Official candidate list / sample ballot — sos.wv.gov and GoVoteWV
- County sample ballot and the county clerk in this county
- Current Governor of record (not the same thing as the 2028 nominee) — governor.wv.gov
- Registration and ballot status — GoVoteWV voter tools
If a site and the official sample ballot disagree, the sample ballot wins.
Article VII, Section 4 is on this cycle only as a clock: two consecutive terms (partial service counts), then a sit-out. It is not a crown for the next name.
A complaint against this desk is not a Huntington mayor file
A resident who was mistreated by a state agency, a license that never moved, or a cabinet that would not answer files on official doors: the Governor’s office, the department of jurisdiction, the Attorney General’s consumer or official-misconduct doors (that desk is a different 2028 hire), the courts, and — for election process — the Secretary of State and the county clerk. A Facebook thread is not a grievance.
A Huntington mayor complaint is a city file. Charleston’s mayor is a different office (Mayor of Charleston). Do not file a state executive grievance at city hall. Do not file it in Charleston, South Carolina.
Impeachment, when it is actually this constitution’s file, is the Legislature — not a comment.
A vacancy in this office before the first three years of the term have expired is a special election the acting Governor proclaims (W. Va. Code § 3-10-2). Confirm the live statute. Do not teach a tweet as the writ.
After the Kanawha crest and a coalfield slide in the same week
Relief this office actually runs is a declaration and a Guard call-up in state status. A Kanawha flood at the gold dome, a coalfield slide that never makes a Charleston press conference, ice on I-77, an Eastern Panhandle flood — mutual aid with Ohio, Pennsylvania, Maryland, Virginia, and Kentucky is real. Those states do not vote for this Governor. South Carolina does not vote for this Governor.
The Legislature’s hour is the statute and the sixty-day sitting. The Governor’s hour is the night the river comes over the walkway. Read the office page before you read a mailer.
Papers, the Guard in state status, the night shift on 55 counties
You are hiring the Governor of West Virginia for the whole state — four years, one executive, a Senate President who holds the Lieutenant Governor title without a separate statewide race. Papers a resident actually needs: a status on a cabinet file, a clemency process that is Article VII, Section 11 not a rumor, a disaster question that is not a mayor’s. The night shift is 55 counties, not one skyline.
The staff is the office. A serious Governor is a serious principal: clear priorities, honest casework, no rumor as policy. Charleston on the Kanawha is the job. The rest of the state is the hire. Huntington is not the capital.
January 15 is the oath, not a May primary as the office
Due process on this hire: party primary 9 May 2028, general 7 November 2028. Confirm filing, early in-person voting, absentee, and voter ID on sos.wv.gov. Do not teach a shortcut. Do not teach Washington’s top-two or Utah’s fourth-Tuesday-in-June as this May second-Tuesday.
A vacancy after the election is succession through the Senate President, not a tweet. Do not transplant North Dakota’s December 15 onto the Kanawha. Do not transplant Virginia’s odd-year Governor onto this presidential-year desk.
The Constitution does not pause because 2026 was even. Equal protection does not pause because a county is rural. Huntington does not become the capital because a mailer said so. Charleston, South Carolina does not become this city because the names match.
Two consecutive then a sit-out is a clock, not a crown
Petition. Property. Peaceable assembly on the Kanawha and in a McDowell precinct. Equal protection in fifty-five counties. The right to a sample ballot that matches what the envelope actually holds. The right to a polling place open 6:30 a.m. to 7:30 p.m. on the Tuesday this statute actually names.
This office executes state law that can touch a license, a tax, a school, a prison, a river, a road, a mine-safety year, and a vote. It must not treat Huntington as the capital, Charleston SC as this city, or a U.S. Senate race as this desk. It must not crown itself.
Charleston on the Kanawha is the capital. The people of West Virginia hire the office. The Secretary of State is the door.
