The city is not the county
Worcester is a geographic county in central Massachusetts. It is not a Midwestern courthouse county with a board running roads and trash. County government was abolished July 1, 1998. What remains is a map: about sixty cities and towns. Worcester the city is the largest. Fitchburg and Leominster are mill cities in the north. Gardner, Southbridge, Webster, Milford, Westborough, Shrewsbury, Athol — Athol is this county, not Franklin.
Boston is Suffolk. Framingham is Middlesex. Springfield is Hampden. Do not file a Worcester paper in those counties.
Courts still say Worcester. The Sheriff is still elected here. Municipal police, fire, schools, and 311-equivalents are city and town services. Confirm abolitions on the Secretary of the Commonwealth county page.

Land — Blackstone, Nashua, Wachusett, Route 2
The Blackstone River south toward Rhode Island. The Nashua River north. Wachusett as a hill, not a jurisdiction. The Massachusetts Turnpike and I-290 as travel, not as the county itself. Route 2 through Athol. A winter storm here is ice on the Pike and an isolated hill town. A mill flood is Fitchburg or Southbridge. No harbor like New Bedford. No canal like Barnstable. No Taconic wall as the whole story.
Politics and law — no commission
Unlike Barnstable, Bristol, Dukes, Norfolk, and Plymouth, Worcester does not elect county commissioners. Residents deal with municipal halls and state agencies. That does not erase the Sheriff, the deeds office, or the court names. City charters govern Worcester, Fitchburg, Leominster, Gardner, and others with city forms. Towns have select boards. The General Court and special acts did the abolition.
Technology, education, outreach
Each municipality has its own site. Worcester’s site does not speak for Athol. The Sheriff’s official site speaks for custody and process in West Boylston. A student looks at that city’s jobs page or that Sheriff’s jobs page — including CDL and trades this Sheriff actually publishes. Outreach that only knows downtown Worcester is not doing Royalston.
Justice, rights, remedy, relief, service
Crime and fire are municipal. Jail and civil process are the Sheriff (5 Paul X. Tivnan Drive, West Boylston). Prosecution is the Worcester District Attorney — another office. Rights do not change at the Fitchburg line. Remedy for a city police issue is that city. Remedy for a jail issue is the Sheriff. Relief in a Route 2 blizzard is mutual aid plus the Commonwealth. Papers still get served in Douglas.
