Washington is a geographic county. The shire city is Montpelier, which is also the State capital. Barre is granite and larger. Towns and cities run schools, roads, police if they have police, and trash. The county as a government is thin: assistant judges, courthouse, county tax, statutory support for the Sheriff. The State House does not levy the county tax. The Governor does not hire this Sheriff.
Municipalities include Montpelier, Barre City, Barre Town, Berlin, Northfield, Waterbury, East Montpelier, Middlesex, Moretown, Duxbury, Waitsfield, Warren, Fayston, Cabot, Calais, Marshfield, Plainfield, Woodbury, Worcester, Roxbury, and the rest of the official town list. Burlington is Chittenden. Chelsea is Orange. Hyde Park is Lamoille.

Land — Winooski, granite, Mad River
The Winooski flooded downtown Montpelier in 2023. That mark is on the streets. Barre’s granite is a working geology. The Mad River towns look at a different valley. No Champlain shore. No ocean. Staff who write “Vermont’s lake capital” are on the wrong county.
Politics and law — two cities, a capital, a weak county
Charters in Montpelier and Barre. Selectboards elsewhere. Assistant judges on a four-year clock — different desk from the Sheriff. Confirm 24 V.S.A. § 73. Capitol Police are not county government.
Technology, education, outreach
Each municipality has a site. Norwich University is in Northfield. A student uses town pages, the State jobs board, or the Sheriff’s official page. The State House lawn is not a county portal. Cabot is not a neighborhood of Montpelier.
Justice, rights, remedy, relief, service
Crime and fire are city and town, State Police, or a sheriff contract. Civil process is the Sheriff. Prosecution is the Washington County State’s Attorney. Rights do not change at the Roxbury line. Remedy for Montpelier Police is Montpelier. Relief when the river comes over the banks is mutual aid plus the State. Service of a paper is still a person at a door in Woodbury.
