What this county is

Suffolk is a geographic county in eastern Massachusetts. It is not a county government in the Midwestern sense. Most of its county offices were abolished. What remains for a resident who still lives “in Suffolk” is a map: Boston, Chelsea, Revere, and Winthrop. Courts still use that map. The Sheriff is still elected on that map. The register of deeds is still a county-titled office administered with the Commonwealth. Municipal services — police, fire, schools, trash, 311 — are city and town services.

Boston is the capital of the Commonwealth and the largest city in this county. It is still only one of four. Chelsea is a city on the Mystic and Chelsea Creek, not a Boston neighborhood. Revere is a city; Revere Beach is in Revere. Winthrop is a town on a peninsula between the harbor and the ocean, not East Boston.

Middlesex is next door (Cambridge, Somerville, Lowell). Norfolk is next door (Quincy, Brookline). Do not file a Suffolk paper in those counties. Do not treat Logan as “the county.” Logan sits in East Boston, which is Boston.

Land — what is actually here

The county is small on a map and heavy on people. Inner Harbor. Charles on the Boston bank. Mystic. Chelsea Creek. The harbor islands in the view, the airport in East Boston, the beach in Revere, the peninsula in Winthrop. No Berkshires. No Cape Cod canal. Barnstable is a different county. Worcester is a different county. Springfield is Hampden.

A winter storm here is a tunnel and a triple-decker and a waterfront flood wall. It is not a Berkshire ice road. A summer day in Revere is not a summer day on the Common. Staff who write “Boston” on every Suffolk sentence are not doing the teaching.

Politics and law — abolished county, remaining officers

Unlike Plymouth, Bristol, and Norfolk, Suffolk does not run a full county-commissioner government. The Secretary of the Commonwealth lists Suffolk among defunct county governments. Residents deal with municipal halls and with state agencies. That does not erase the Sheriff, the deeds office, or the court names that still say Suffolk.

City charters govern Boston, Chelsea, and Revere. Winthrop is a town. The General Court and special acts did the abolitions. Confirm on sec.state.ma.us county government and on each municipality’s official site.

Technology, outreach, education

Each municipality has its own site, its own 311 or equivalent, its own schools. Boston’s boston.gov does not speak for Chelsea. The Sheriff’s official site speaks for custody and process. A student who wants a civic job looks at that city’s employment page or that Sheriff’s employment page — not at a campaign site.

Justice, due process, rights, remedy, relief, service

Crime and fire are municipal. Jail and civil process are the Sheriff. Prosecution is the Suffolk District Attorney — still another office. A resident’s rights do not change at the Chelsea line. Remedy for a city police issue is that city’s professional-standards door. Remedy for a jail issue is the Sheriff’s door. Relief in a blizzard is mutual aid among four municipalities plus the Commonwealth. Service of a court paper is still a person at a door in Winthrop.
