Santa Cruz County, Arizona

Santa Cruz County · Nogales is the seat · Rio Rico is not the hall · Phoenix is the capital of Arizona
Nogales is the hall. Rio Rico is larger. This is not Santa Cruz, California.
Santa Cruz County, Arizona, was erected 15 March 1899 from Pima County and named for the Santa Cruz River. Nogales is the seat. It is the city on the Sonora line. It is not the capital of Arizona. Phoenix is. Rio Rico is the large census-designated place — 2020 census 20,549, ahead of Nogales city 19,770. Rio Rico is not the hall. Patagonia is a town — not the hall. Tubac, Sonoita, Elgin, and Tumacácori are places — not the hall. This is not Santa Cruz County, California. This is not Santa Cruz, the beach. This is not Santa Cruz, Sonora, as this county hall. This Sheriff is the county officer. This Sheriff is not Nogales Police. This Sheriff is not CBP.
Places include Nogales, Rio Rico, Patagonia, Tubac, Sonoita, Elgin, Tumacácori-Carmen, Amado, and Kino Springs. 2020 census: 47,669. Land area about 1,237 square miles — smallest county by area in Arizona. This page is Side One for the place. Three supervisors meet at 2150 North Congress. They fund. They do not hire the Sheriff.
Santa Cruz is a three-member Board of Supervisors, one supervisor per district. The board chooses a Chair. A County Manager sits with the board. Meetings list at the Santa Cruz County Complex, 2150 North Congress Drive, Suite 119, Nogales, AZ 85621. They fund roads, the jail, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Nogales City Council is a city body. The Arizona Legislature sits in Phoenix. Neither of those is this Board.
The Santa Cruz County Superior Court lists at 2160 North Congress Drive, Nogales, AZ 85621. Justice Court Precinct 1 sits on the same Congress Drive campus. Confirm at santacruzcountyaz.gov and the Arizona Judicial Branch. Tucson is Pima County. Bisbee is Cochise.
The Sheriff is four years, Arizona Constitution Article XII, § 3, on the presidential table. Last regular Tuesday, 5 November 2024. Next regular Tuesday, 7 November 2028. Take office 1 January 2029. 2026 is the Governor. That is a different desk in Phoenix. The Mayor of Nogales is a city clock.
Smallest Arizona county by land. Mexico is the south wall. Phoenix is the capital.
A short rectangle. Interstate 19 is the spine from the Nogales ports north toward Tucson. State Route 82 runs to Patagonia. Pima County is north and west — Tucson is that hall. Cochise County is east — Bisbee is that hall. Sonora, Mexico, is south. Three ports of entry sit in Nogales: DeConcini / Grand Avenue, Mariposa, and Morley Gate. Those doors are federal. This county government is not CBP. Staff who paste a California beach onto Congress Drive, or treat Rio Rico as the shire, or file Tucson as this seat, are on the wrong county.
How a public finds Congress Drive
Board of Supervisors / County Manager: 2150 North Congress Drive, Suite 119. Superior Court: 2160 North Congress Drive. Recorder / voter registration: 2150 North Congress Drive, Suite 101. Sheriff’s Office and Jail: 2170 North Congress Drive, Nogales, AZ 85621 — phone (520) 761-7869. Confirm live doors at santacruzcountyaz.gov and santacruzsheriff.org before you drive. A student who only knows a California beach photograph, or a Tucson postcard, has not found this campus.
Rio Rico is not the hall. Patagonia is a town. Tucson is Pima.
Crime in unincorporated Santa Cruz — Rio Rico remainder, Tubac country, Sonoita and Elgin roads, the remainder around Patagonia that is county and not town police — is this Sheriff. Crime in Nogales is often Nogales Police. Crime in Patagonia is often that town. Crime at a port of entry is often CBP and federal partners. This Sheriff is not those badges. The county’s own Sheriff and jail listings put adult detention at 2170 North Congress. That house is this badge’s shop. ADC is the state prison system. Do not send a family looking for a county booking to California, to Tucson, or to a federal port.
Civil process and court security at 2160 North Congress are the Sheriff. Rights do not change at a Morley Avenue parking lot. Remedy for Nogales Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when I-19 floods at the wash is this count first.
What the southernmost rectangle actually watches
Court calendars at 2160 North Congress. A wreck on I-19. Dust on State 82 toward Patagonia. A night road outside Sonoita. Coordination with Nogales Police, Patagonia, DPS, and CBP without becoming those departments. Coordination with Pima’s Sheriff or Cochise’s Sheriff is mutual aid between two offices, not a merger, and not a reason to file Tucson as this hall. A California photograph does not steal the seat. Phoenix remains the capital.
