Harford was erected 1773 from Baltimore County and named for Henry Harford, last proprietary. It is northeast Maryland at the mouth of the Susquehanna. Bel Air is the seat. This is not Bel Air, Los Angeles. Havre de Grace is a city. It is not the county government. Aberdeen is a city. It is not the hall. Towson is Baltimore County. Staff who paste a Hollywood hillside onto Main Street, or the Inner Harbor onto Courtland, are on the wrong county.

Harford took charter home rule in December 1972. The County Executive sits at 220 South Main Street, Bel Air. The County Council is sevensix by district and one at-large president. Not Garrett’s three commissioners. Not Dorchester’s council-without-executive. There is no Harford County Police Department. The Sheriff is primary law enforcement and the jailer. Bel Air Police, Aberdeen Police, and Havre de Grace Police are municipal.

The Sheriff is four years, Article IV § 44, 2026 on the State Board of Elections local-office list. The Governor is also 2026 — a different desk. The Town of Bel Air is a town clock.

Susquehanna mouth, not the Inner Harbor, not the Catoctin

The Susquehanna is this river. The Chesapeake meets it at Havre de Grace. I-95, U.S. 40, and Maryland 24 are this pavement. Conowingo is this dam. This is not Baltimore City. This is not Ocean City. Staff who paste Towson’s doughnut onto Main Street, or a Los Angeles canyon onto Jarrettsville, are on the wrong county.

Forest Hill holds the elections office

The Board of Elections is at 133 Industry Lane, Forest Hill — not 45 South Main, not Towson, not Elkton. A family in Edgewood registers here, not in Baltimore County. Each municipality has a site. Bel Air’s town site does not speak for Aberdeen. The Sheriff’s listing speaks for patrol, process, court, and 1030 Rockspring Road.

Crime in the unincorporated county — including Edgewood, Joppa, Fallston, and Jarrettsville — is this Sheriff. Crime in Bel Air, Aberdeen, or Havre de Grace is often town or city police. Jail as a local house is this Sheriff’s Detention Center at 1030 Rockspring Road. Civil process and Circuit Court security at 20 West Courtland Street are the Sheriff. Rights do not change at the Joppa line. Remedy for Bel Air Police is the Town. Remedy for a Sheriff’s paper or booking is the Sheriff. Relief when the Susquehanna comes up at Havre de Grace is this count first.
