Caledonia is a geographic county. The shire town is St. Johnsbury. People say Northeast Kingdom for Caledonia plus Essex plus Orleans. That name does not elect anyone. Newport is Orleans. Guildhall is Essex. Montpelier is Washington. Burlington is Chittenden.
Towns run towns. The county is thin: assistant judges, courthouse, county tax, statutory support for the Sheriff. The Fairbanks Museum and the Athenaeum are civic neighbors, not departments.
Municipalities include St. Johnsbury, Lyndon, Hardwick, Danville, Barnet, Waterford, Groton, Peacham, Burke, Wheelock, Sheffield, Sutton, Newark, Kirby, Walden, Stannard, Ryegate, and the rest of the official town list.

Land — Passumpsic, not Memphremagog, not the Connecticut as the whole job
The Passumpsic system is the shire’s water. Groton State Forest is real. Burke’s mountain is real. No ocean. No capital dome. The Connecticut River towns on this map are not Essex County. Staff who paste a Newport lake onto St. Johnsbury are on the wrong county.
Politics and law — a remaining county that never was a Massachusetts commission
Selectboards and town clerks. Assistant judges on a four-year clock — different desk from the Sheriff. Confirm 24 V.S.A. § 73. DOC’s Northeast Correctional Complex sits in this shire town and is still DOC.
Technology, education, outreach
Each town has a site. Vermont State University Lyndon is a neighbor. A student uses town pages, the State jobs board, or the Sheriff’s official page. Hardwick is not a neighborhood of St. Johnsbury.
Justice, rights, remedy, relief, service
Crime and fire are town, State Police, or a sheriff contract. Civil process is the Sheriff. Prosecution is the Caledonia County State’s Attorney. Rights do not change at the Newark line. Remedy for town police is that town. Relief in a Groton washout is mutual aid. Service of a paper is still a person at a door in Peacham.
