The 2026 clock — this is the year
- Primary: Tuesday 19 May 2026 (already on the calendar; if a candidate took more than half, that person is nominated and typically appears alone in November)
- General: Tuesday 3 November 2026
- This is the race. Salem’s Mayor sits two unpaid years on Oregon’s even-year clock. Do not tell a Salem resident there is no Mayor race this year.
- Not a four-year Mayor. Councilors sit four. The Mayor sits two. That is the 1996 charter, not a slight.
Oregon is a vote-by-mail state. Ballots are mailed. Election Day is the deadline, not a polling-place culture copied from somewhere else. Confirm with the Marion County Clerk, the Polk County Clerk (West Salem), and sos.oregon.gov/voting. Print the live notice.
This is not a Governor race. Oregon’s Governor clock is a different office. Do not mix the two sample ballots.

You are hiring the Mayor of Salem for this city — two unpaid years, a voting member of a nine-member Council, a City Manager who still runs the night. Read the office page first. Politics, law, technology, justice, ministry, education, intelligence, and outreach on this land are the job. Not a slogan.
When a night went wrong on Commercial

After the Willamette comes up
Willamette flood. Valley ice. Heat. A fire on an oak block. I-5 dump onto city pavement. Mutual aid with Keizer and the surrounding towns is real. Portland is not Salem’s firehouse. The Governor’s emergency desk is later. This hydrant is first.
911 is the life call. The city’s report tools are the next morning’s work order. Confirm flood and road closures on official city and National Weather Service products — not on a group chat.
What two valley years buy
Two years of an unpaid Mayor who votes. Eight ward Councilors on staggered four-year seats. A City Manager who still runs police, fire, EMS, lights, and the budget the Council adopts. A report ticket that actually closes. Plows. Trash. Papers the city has to serve. Transports. A ladder company on a West Salem block. Streetlights on a ward street the Capitol mall never prints.
The staff is the office. A serious Mayor is a serious principal: clear priorities, honest tickets, no rumor as policy. You are not hiring a Governor. You are not hiring a sheriff. You are not hiring Portland. You are not hiring a strong Mayor this charter does not write.
The May-to-November clock
Arrest, booking, presentment, property, permits, hearings, civil service. The Constitution does not pause because a radio is busy. Vote-by-mail deadlines, the May majority rule, the November general, the January seating — those are rights with a procedure, not slogans. Charter and Oregon election law set the dates. Do not teach a shortcut.
A vacancy: if less than a year remains before the next May primary, Council appoints; if a year or more, a special election. Confirm Sections 19 and 20 with the Recorder. A recall, if anyone files one, is an Oregon statutory machine. Confirm with the county clerk, not with a thread.
Rights this valley must not run over
Counsel. Property. Peaceable assembly on the riverfront and in the wards — the Capitol grounds are state; the wards are city. Equal protection from Ward 1 to Ward 8, including West Salem in Polk County. Speech. Religion. Disability access at the Recorder’s window. Language access. The right to a sample ballot that is the clerk’s, not a PAC’s. The right to have a mailed ballot counted as Oregon actually counts it.
The Mayor is a servant of this city, not a brand. Portland is not this vote. High desert is not this land.
