Salt, pine, and a shire that moved inland
Rockingham is a working county from the Piscataqua to Salem. Exeter is the old shire town. Brentwood holds the county complex. They are not Portsmouth. They are not Hampton. It is not a Massachusetts abolished map. Commissioners still sit. A county convention still votes a budget. A house of correction still takes a count on North Road. The Sheriff is still elected here.
Dover is Strafford. Manchester is Hillsborough. Kittery is Maine. Do not steal them.

Harbor, marsh, I-93 towns
Portsmouth is a city. New Castle is an island town. Hampton is a beach town, not the county. Derry is a mill town. Salem looks at Massachusetts and remains New Hampshire. Deerfield is inland pine. A winter storm here is a nor’easter on the salt and ice on 93. The ocean is real on this map. It is not Maine’s ocean as this county.
The first four-year exception
Three county commissioners sit by district. The convention is this county’s House members. The Sheriff, County Attorney, Treasurer, and the registers are elected. Rockingham’s sheriff clock is four years from 2022 — RSA 653:1 Rockingham proviso. SOS table: no election 2024, 2026 is on, no election 2028, 2030. Coös started four-year in 2024 and has no 2026. They are out of phase. Do not paste Coös onto Brentwood. March town meeting is not the November sheriff oval.

Each municipality has its own site. Portsmouth’s site does not speak for Deerfield. The Sheriff’s official listing speaks for process and court at the complex. The house of correction’s listing speaks for custody. A student looks at that town’s jobs page or that department’s jobs page. A Portsmouth Naval Shipyard posting is Kittery, Maine.
Custody, courts, papers, rights
Crime and fire are municipal. Jail is the county Department of Corrections. Prosecution is the County Attorney. Rights do not change at the Seabrook line. Remedy for a town police issue is that town. Remedy for a jail issue is the superintendent. Remedy for a Sheriff’s paper is the Sheriff. Relief in a nor’easter is mutual aid plus the State. Papers still get served in Fremont.
