Crime and fire are town where towns exist. Jail and civil process are the Sheriff. District 5 is a prosecutor shared with Penobscot. Remedy for a jail issue is Court Street. Service of a paper is still a person in Greenville in March. Equal protection does not shrink because the census says unorganized.
