Merrimack is a working county and the capital county. Concord is the capital of New Hampshire. It is not Manchester. Manchester is Hillsborough. It is not a Massachusetts abolished map. Commissioners still sit. A county convention still votes a budget. A house of correction still takes a count at Boscawen. The Sheriff is still elected here. The State House is a different oath. The state prison is NHDOC, not the county house.

Each municipality has its own site. Concord’s site does not speak for Danbury. The Sheriff’s official listing speaks for process and court at 333 Daniel Webster Highway. The house of correction’s listing speaks for custody. A student looks at that town’s jobs page or that department’s jobs page. Outreach that only knows a primary-night postcard is not doing Pittsfield.

Crime and fire are municipal. Jail is the county Department of Corrections. The state prison is not that jail. Prosecution is the County Attorney. The Attorney General is appointed. Rights do not change at the Bow line. Remedy for a city police issue is that city. Remedy for a jail issue is the superintendent. Remedy for a Sheriff’s paper is the Sheriff. Relief in an ice storm is mutual aid plus the State. Papers still get served in Andover.
