Hempstead County, Arkansas, was formed 15 December 1818 from part of Arkansas County — one of the first counties organized under Missouri Territory law, alongside Clark, Lawrence, and Pulaski. It is named for Edward Hempstead, Missouri Territory’s delegate to Congress. Association of Arkansas Counties: Hope is the county seat. Washington was the seat from 1824 until 1938–1939. Historic Washington State Park is not this government. 2020 census: 20,065. This is not Hempstead, New York. This is not Hempstead, Texas. Little Rock is the capital of Arkansas. It does not sit here. Hot Springs is Garland County — a different hall.

Hempstead is an elected eleven-member Quorum Court. Justices of the peace sit two years. The County Judge is the chief executive (Amendment 55), presides, has no vote, and holds the veto. AAC lists the county address at 200 East 3rd Street, Hope, AR 71801. The judiciary also lists the County Judge at 400 South Washington Street — the 1939 Art Deco house. Confirm which door is live before you drive. They fund roads, the hall, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Hope City Council is a city body.

I-30 and U.S. 67 are the through roads. U.S. 278 and U.S. 371 cut the remainder. Prairie de Roan is the land Hope sits on. The Red River is the south water — the town of Fulton sits on that bank; it is not Fulton County. Pike is north — Murfreesboro is that hall. Nevada is east — Prescott is that hall. Lafayette is south — Lewisville is that hall. Miller is southwest — Texarkana, Arkansas, is that hall. Little River is west — Ashdown is that hall. Howard is northwest — Nashville, Arkansas, is that hall. Staff who paste a Long Island photograph onto East 3rd, or treat Historic Washington as the county government now, or file Hot Springs as this seat, are on the wrong county.

A student who only knows a Long Island photograph, or only a park postcard from Washington, has not found Hope.

Crime in unincorporated Hempstead — Blevins country, Ozan, Patmos, McCaskill, I-30 and U.S. 67 frontage, the town of Fulton remainder — is this Sheriff. Crime in Hope is often Hope Police. This Sheriff is not that city PD. The Arkansas Sheriffs’ Association jail card lists a 100-bed male-and-female house this badge still holds at 312 South Washington. Confirm the live booking door. Civil process and courthouse security at the live Hope doors are the Sheriff. Rights do not change on I-30. Remedy for Hope Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when I-30 ices is this count first.
What this southwest county actually watches
Court calendar on East 3rd and Washington. A wreck on I-30. Fog toward Nevada. High water toward the Red River. Ice toward Blevins. Coordination with Hope Police and ASP without becoming those departments. Coordination with Howard’s Sheriff or Lafayette’s Sheriff is mutual aid between two offices, not a merger. A Long Island photograph does not steal the seat. A park does not steal the seat.
