Two names for one shire
Grafton is a working county on the Connecticut and in the notches. Haverhill is the shire town. Woodsville is a village of Haverhill. North Haverhill holds the county complex. They are one town’s map, not three counties. It is not a Massachusetts abolished map. Commissioners still sit. A county convention still votes a budget. A house of correction still takes a count. The Sheriff is still elected here.
Lancaster is Coös. Newport is Sullivan. Norwich is Vermont. Hanover is a town, not the county. Do not steal them.

River, Notch, college, mill
The Connecticut is the west wall. Franconia Notch is a road. Dartmouth sits in Hanover. Plymouth State sits in Plymouth. Lebanon is a city. Lincoln is a notch town. Littleton looks north and remains Grafton, not Coös. A winter storm here is a closed Notch and an isolated river town. No ocean. No capital dome.
Commissioners on a river terrace
Three county commissioners sit by district. The convention is this county’s House members. The Sheriff, County Attorney, Treasurer, and the registers are elected. Grafton’s sheriff clock is two years — RSA 653:1. 2026 is on. Coös, next north, is four-year and has no 2026. Do not mix those tables.
How an Upper Valley public actually reaches a desk
Each municipality has its own site. Hanover’s site does not speak for Monroe. The Sheriff’s official listing speaks for process and court at North Haverhill. The house of correction’s listing speaks for custody. A student looks at that town’s jobs page or that department’s jobs page. Outreach that only knows the Green is not doing Easton.
Custody, courts, papers, rights
Crime and fire are municipal. Jail is the county Department of Corrections. Prosecution is the County Attorney. Rights do not change at the Lyme line. Remedy for a town police issue is that town. Remedy for a jail issue is the superintendent. Remedy for a Sheriff’s paper is the Sheriff. Relief in a Notch blizzard is mutual aid plus the State. Papers still get served in Orange.
