They fund roads, the Van Ness / Sisk / M Street courthouse campus, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Fresno City Council is a city body. Clovis City Council is a city body. The California Legislature sits in Sacramento. None of those is this Board.

The Sheriff is a county officer (California Constitution Article XI; Government Code § 24000). This Sheriff is not on the 2026 gubernatorial table. Elections Code § 1300 (AB 759, 2022) moved sheriff and district attorney to the presidential primary. Fresno’s charter did not lock a gubernatorial-year sheriff date before 1 January 2021. Measure A later tried to put this desk on the gubernatorial table; a 2025 superior-court judgment, left standing on appeal, held AB 759 preempts that rewrite. Teach that honestly: the next regular remains the 2028 presidential primary — not 2026. A sheriff elected in 2022 serves a six-year term. Last regular 7 June 2022. Take office at noon on the first Monday after January 1 succeeding election (Gov. Code § 24200). The Governor is 2026. That is a different desk in Sacramento.

M Street still jails. Fresno PD does not. Clovis PD does not.
Crime in unincorporated Fresno — the west side, the foothills, the remainder between the cities — is this Sheriff. Crime in the City of Fresno is often Fresno Police. Crime in Clovis is often Clovis Police. Reedley, Sanger, Selma, Coalinga, and the other city PDs are city badges. This Sheriff is not those municipal departments. The Main Jail at 1225 M Street, North Annex at 1265 M Street, and West Annex at 2208 Merced Street are this Sheriff’s downtown campus. Public listings have sat near a combined 2,427. Official doors did not show a separate county Department of Corrections taking these houses — do not invent a jailer split.
CDCR is not this Sheriff. Pleasant Valley State Prison is CDCR in Coalinga. CHP is a state badge on 99 and I-5. Do not send a family looking for a county booking to Fresno PD, to Clovis PD, or to a Madera door.
